국문 초록

본 고에서는 1981년에서 1999년 사이에 자본시장 신규공모를 통하여 민영화된 20개국 69개 국영기업에 대하여 장기 보유기간 초과수익률에 대해 조사하였다. 그 결과 유사특성을 가진 대응표본 대비 초과수익률은 높지 않은 것으로 나타났다. 이는 민영화 신규공모주들은 민영화 이후 5년의 기간에서 자국 주가지수로 측정된 시장수익률보다 유의하게 높다는 기존의 연구결과와 상반된다. 다음으로 민영화 기업 신규공모주의 수익률을 결정하는 요인을 조사하였다. 그 결과 민영화 신규공모주의 장기수익률은 정책적 불확실성, 그리고 기업규모와 밀접한 관련성을 가진다. 그 국가의 상법의 연원이나 기업지배구조의 수준과 같은 구조적 요인들도 민영화 주식의 성과에 중요한 영향을 미친다. 검증결과를 종합할 때 국영기업 민영화가 바람직한 결과로 이어지기 위해서는 시장개혁이 선행되어야 하며 국가의 구조적 요인들을 정비할 필요성이 있다.

영문 초록

This paper examines long-run returns earned by home country investors who purchased shares at the first open-market price in 69 share issue privatizations from 20 countries during the period 1981-1999. I compute one to five year returns for the event firm and for matched comparison firms. The evidence indicates that the privatization IPOs do not outperform their matching firms while previous articles report that they significantly outperform respective domestic stock markets. Those findings highlight the importance of proper benchmark when we investigate the abnormal stock returns. In addition, this paper analyzes the cross-sectional determinants of long-run buy-and- hold returns of privatized shares. The results indicate that the long-run performance of privatized telecom IPOs is closely related to the proxies of policy uncertainty and some market wide variables such as origin of commercial law, and the corporate governance scheme significantly affect the stock performance of privatized telecom shares.
