국문 초록

르완다는 1996년 공식언어에 영어를 추가하고, 2008년 교육언어를 프랑스어에서 영어로 전환하였다. 영어는 르완다에서 식민역사와 무관하고 동아프리카 지역 언어이며, ‘경제성장을 통한 국가 통합’이라는 정부담론을 정당화할 수 있는 수단이기도 하다. 반면에 프랑스어는 식민지배의 흔적이자, 독립이후 프랑스의 지지에 힘입어 르완다를 장악했던 후투족의 권력을 상징하는 언어다. 이러한 언어정책은 사회언어적 변화로서만이 아니라 독립전후 역사와 정치 배경을 통해 이해해야한다. 특히 1994년 제노사이드 전후 프랑스와의 관계에 대한 이해가 필요하다. ‘언어적 마지노선’인 르완다에 대해 프랑스는 특별한 관심을 가졌으나, 줄곧 친(親)후투 외교로 현재의 르완다 정권과는 대립각을 세워왔다. 본고는 르완다가 의도적으로 ‘프랑스어권’의 정체성을 재정립하는 과정에 주목하며, 제노사이드 이후 르완다가 프랑스(어)와의 관계 재설정을 통해 경제발전 및 국가통합이라는 정부담론을 추구해온 경과를 분석하고자 한다.

영문 초록

Since the mid-90s, Rwanda has adopted a series of pro-English language policies. English has been added to the official languages in 1996 and replaced French in schools as language of instruction in 2008. These changes were the sign of the Rwandan government s will to put priority on English over French, language with links to France and Belgium, thus with colonial and neo-colonial connotations. To properly understand the reasons behind the changes in the Rwandan linguistic policy in the last 25 years, it is imperative to consider recent history of the country and its relations with France. France has supported the Hutu-led government of Rwanda since independence and is accused of assisting the perpetrators of 1994 genocide. At the same time, Rwanda being on the “maginot line” of the French language in Eastern Africa, France has shown inordinate amount of interest in the country with no major natural resources. The history of tumultuous Rwanda-France relationship helps better understand the underlying causes of Rwanda s official discourse of national reconstruction and development through English promotion, as well as complex geopolitical interests between the two countries.
