국문 초록

2009년 종합무역상사제도의 폐지와 함께 전문무역상사제도가 도입되었다. 2014년도에는 대외무역법이 개정되면서 전문무역상사제도가 법제화 되었다. 전문무역상사제도는 수출 경험이 풍부한 전문무역상사를 선정하여 전문무역상사기업의 수출확대지원과 내수기업 및 수출보조기업의 컨설팅을 통한 수출지원을 확대하고자 하는 목적을 가지고 있다. 본 연구에서는 시행중인 전문무역상사제도의 현황과 문제점을 분석하고 중소수출기업의 무역위험에 위험관리수단으로서 전문무역상사제도의 개선방향을 제시하고자한다. 연구방법은 대학 및 연구소의 선행연구와 무역유관기관의 보고서 및 데이터를 기반으로 하여 문헌연구방식을 취하였다. 연구결과 현재 전문무역상사제도는 기존 수출진흥정책과의 차별성 부족에 따른 전문무역상사자격의 동기부여 실종, 그리고 전문무역상사를 통한 가망 중소수출기업의 컨설팅 부재가 노출되고 있다. 지속가능한 수출진흥제도로 전문무역상사제도가 활용되려면 개선해야 할 부분이 있다. 첫 번째로 지정기간의 확대와 혜택의 차별화이다. 두 번째로 전문무역상사의 지역적 편중이 개선되어야 한다. 마지막으로 전문무역상사의 무역자문활동 강화가 선행되어야 한다.

영문 초록

CTC was introduced in 2009 with the abolition of the GTC system. In 2014, the CTC was legislated with the amendment of the Foreign Trade Act. The purpose of the professional trading firm system is to expand the export support of CTC companies by consulting with domestic companies and export assistants by selecting professional trading firms with rich export experience. This study analyzes the current status and problems of the CTC system and suggests ways to improve the CTC system as a risk management tool for the trade risk of SMEs. The research method was based on literature and research based on previous researches of universities and research institutes and reports and data of trade-related institutions. Currently, the CTC system is missing the incentive of CTC qualification due to the lack of differentiation from the existing export promotion policy, and the lack of consulting of SMEs through CTC. As a sustainable export promotion system, the CTC system needs to be improved. The first is the extension of the designation period and the differentiation of benefits. Second, the regional biases of professional trading firms should be improved. Finally, strengthening trade advisory activities of professional trading firms should be preceded.
