전라북도 지적재조사 경계설정 사례분석 및 개선방안 연구

국문 초록

본 연구의 목적은 지적재조사사업이 완료된 전라북도의 사업지구를 사례지역으로 선정하여 경계설정에 관한 실태를 분석하고, 이를 기반으로 개선방안을 제시하는 데 있다. 본 연구는 2012년부터 2018년까지 지적재조사사업이 완료된 전라북도 105개 사업지구의 경계설정 유형, 시 지역과 군 지역의 경계설정 유형 및 연도별 시 지역과 군 지역의 경계설정 유형을 분석하였다. 분석 결과 대부분의 사업지구에서 경계설정에 있어 일정한 규칙 등은 발견되지 않았지만 사업이 진행될수록 현실경계, 합의경계, 측량기록 및 조사경계의 순으로 경계가 설정되고 있었다. 한국형 스마트 지적의 완성이라는 비전을 달성하기 위해서는 2021년에 수립될 제3차 지적재조사 기본계획에 개선방안인 대국민 홍보강화, 현실경계 중심의 경계설정, 합의경계의 현실경계화 및 지상경계점등록부 개정, 조정금 국비반영이 포함된 추진전략 등이 마련되어야 할 것이다.

영문 초록

The purpose of this study is to analyze the actual condition of Boundary Setting by selecting district of Jeollabuk-do which completed the Cadastral Resurvey Project, as a case area and to suggest improvement plan based on this. This study analyzed Boundary Setting type of 105 business districts in Jeollabuk-do, the Boundary Setting type the Boundary Setting type of city and county area, and the Boundary Setting type of city and county area by year, which were the Cadastral Resurvey Project completed from 2012 to 2018. The results of the analysis showed that most business districts did not find certain rules in setting boundaries, but as the project progressed, the boundaries were set in the order of Reality Boundary, Consensus Boundary, Survey record and Investigation Boundary. In order to achieve the vision of Completion of Korea Smart Cadastral, the third basic plan for Cadastral Resurvey Project to be established in 2021 should include strengthening public relations, setting boundaries centered on Reality Boundary, real boundary of Consensus boundary and revising of ground boundary point and implementing strategies including the reflecting the government s government expenses.
