한국문화원을 통한 한류의 발전 방안

국문 초록

한류는 2010년대 이후 한국의 전통문화에 기반을 둔 한류3.0 시대로 발전하고 있다. 장기 지속적인 한류의 발전을 위해서는, 해외에 있는 한국문화원들의 역할과 기능이 중요하다. 본 논문에서는 미국의 워싱턴 D.C., 뉴욕, LA 등지에 소재한 한국문화원들을 예로 들어 해외 한국문화원들의 현황을 살펴보았다. 그 결과 미국의 한국문화원들은 그 위치하고 있는 장소부터가 문제시 된다. 그리고 독립적인 공간을 보유하는데 따른 비용도 문제가 되고 있으며, 특히 한국문화원들의 웹사이트를 통해서 분석해 본 문화원의 프로그램 운영시스템에도 문제가 있다고 판단된다. 반면 주한 미국문화원들은 서울의 아메리칸 센터와 부산, 대구, 광주 등지의 아메리칸 코너로 구성되어 있는데, 서울의 아메리칸 센터를 제외한 아메리칸 코너들은 각 지역들의 중앙도서관 내에 자리 잡고 있다. 따라서 일반인들의 접근성과 이용 면에 있어서 상당히 효과적이다. 그리고 행사개최 시 행사내용과 규모에 적합한 주변의 시설물들을 활용하여 유지비를 크게 절감하고 있다. 또 통일되고 풍부한 내용을 담고 있는 웹사이트는 미국문화원의 프로그램 운용 측면에서 커다란 장점이 되고 있다. 아울러 아메리칸 센터와 코너의 책임자로 현지 한국인을 고용한 점 등은 문화원 운영에서 보다 현지 국민들과의 친화적인 면에서 더 큰 효과가 있을 것으로 기대된다. 본 연구의 분석 결과 한류3.0 시대에 해외 한국문화원들을 활용하여 한류의 장기 지속적인 발전을 위해서는 주한 미국문화원의 경우를 참고하여 해외 한국문화원들의 운영을 개선할 필요가 있다.

영문 초록

Hallyu 3.0 has been developed based on the traditional culture of Korea since the 2010s. For the long-term and sustainable development of Hallyu, the role and functions of the Overseas Korean Cultural Centers are important. This paper examined the location and the operating system of three Korean Cultural Centers in the U.S.A., such as Washington, D.C., and New York. In conclusion, the locations of three K.C.C. are not sufficient for accessing by the patrons and the operating systems are neither effective nor efficient. Specifically, the websites of each K.C.C. have lots of problems with introducing Hallyu-related Korean traditional culture. The websites are not standardized and don’t contain sufficient information about Korean culture and history. The US Cultural Centers in Korea are American Center in Yongsan and Seoul and the American Corners in Busan, Daegu, and Gwangju. Besides the American Center, the American Corners are located in the Central Library of the region. Thus it is fairly effective in the surface accessibility and the utilization of the space. Additionally, by leveraging its surrounding facilities for events, it can significantly reduce maintenance costs. Much of the information contained and the unified form of the websites are a huge advantage in terms of utilization of the center and the corners. In addition, it is very effective for the center and the corners to operate and maintain the good relationship with the local people by hiring Korean directors for the center and the corners.For the development of Hallyu 3.0, it is necessary to refer to the case of U.S. Cultural Center and Corners in Korea.
