코리아NGO센터의 활동으로 본 재일외국인 비영리조직의 실태와 현황

국문 초록

이 글은 헤이트 스피치 대책법이 일본 국회에서 통과될 수 있도록 비중 있는 역할을 수행한 것으로 알려진 코리아NGO센터가 그러한 역할을 할 수 있었던 역사적 배경과 활동 양식의 특징, 의의를 살펴보는 것을 목적으로 한다. 코리아NGO센터는 이쿠노 코리아타운이라는 에스닉 커뮤니티 공간을 활용하여 재일코리안이 일본사회에서 부당한 차별을 받아온 실태와 그러한 상황 속에서 강인하게 살아온 경험을 유용하게 활용한 당사자 단체로써 일본사회에 마이너리티의 인권 및 인권옹호의 선구적인 존재로 활동을 해오고 있다. 코리아NGO센터의 사례분석 결과 첫째, 개인적 차원에서는 일본에서 태어난 외국인 2세ㆍ3세의 아이덴티티 확립을 위한 교육(민족학급 등)의 필요성을 제기하고 그것을 실천해왔음을 알 수 있다. 구체적으로 재일코리안 한 사람 한사람의 긍정적 자아를 발견하는 경험의 장인 동시에 긍정적 자아정체성을 형성하는 장을 원활하게 운영하고 관리하는 중심축으로서 역할을 해 왔다는 점이다. 둘째, 지역사회 및 재일코리안 커뮤니티 차원에서는 ‘지역’ 안에서 생활양식과 문화가 다른 뉴커머와 올드커머는 물론 일본인 사회와 연결하는 매개자인 동시에 갈등 조정자로서 역할을 하고 있음을 알 수 있었다. 마지막으로 거시적 차원에서 일본사회에 대해서는 재일외국인 당사자가 스스로의 ‘목소리’를 통해 스스로의 요구사항과 의견을 주장하면서, 그러한 주장을 관철시키는 활동의 롤 모델로서 역할을 해왔다. 한편, 한국사회에 대해서는 재일코리안의 존재를 알리는 동시에 한국사회에 잠재되어 있는 해외동포에 대한 인식의 변화를 가져왔다. 더불어 이쿠노 코리아타운 내의 코리아NGO센터의 활동은 한국사회의 다문화공생실현의 사례로써 영향을 미치고 있다. 다시 말해서, 코리아NGO센터는 재일코리안의 생활권 옹호와 재일코리안의 내부역량 강화뿐만 아니라, 일본사회를 비롯하여 한국사회에 다문화공생의 필요성을 끊임없이 제기하면서 에스닉타운의 성공적인 ‘롤 모델’로써 중요한 시사점을 던지고 있다. 또한 코리아NGO센터의 사례는 한국사회 안의 마이너리티 NGOㆍNPO는 물론 타 지역의 코리아타운 내의 이들 기관의 향후 역할과 방향성을 제시하는 데 지침 역할을 할 수 있을 것으로 기대된다.

영문 초록

The purpose of this study is to explore the reasons for Korea NGO Center to examine the historical background of establishing the organization and characteristics and implications of the activities the Center has conducted. The results of analyzing the cases of Korea NGO Center are as follows. First, at a personal level of the implications the Center has, it has raised necessities for educating second- and third-generation Korean Japanese on establishment of their identity (ethnic classes) and has practiced those necessities. To be specific, the Center has seamlessly operated and functioned as the management for places where each of the Korean Japanese can find and experience their positive self and at the same time form a positive self identity. Secondly, at a level of local community and Korean community in Japan, the Center has acted as an intermediary and mediator not only between new comers and old comers who are different from one another in life style and culture in a ‘region’ but also between them and Japanese society. Lastly, at a macroscopic level, the Center has acted as a role model for foreign residents in Japan to voice their own demands and opinions and carry out activities to realize them. Besides, it has not only let Korean society know the existence of Koreans living in Japan but also brought about the change in perception lying under Korean society of Koreans living overseas. The existence of Korea NGO Center has important implications as a successful role model of an ethnic town by letting constantly Japanese and Korean societies consider necessities for a multi-cultural symbiotic society as well as by protecting the life zone of Korean residents in Japan and strengthening their capabilities. It is therefore hoped that the cases of Korea NGO Center serve as a guide to present roles and directions to be taken by not only minority NGOs and NPOs in Korean society but also such organizations in Korea Towns of other regions.
