국문 초록

세계화를 통해 나타나는 현대 사회의 특성인 다문화사회 현상은 낯선 문화 간, 공동체 간, 사람 간의 만남에 대한 긍정과 부정의 태도를 드러낸다. 상호문화주의에 입각한 상호문화사회는 이주민과 선주민의 공간 분리, 자문화 중심주의에서 비롯된 차별과 배제 현상을 표출하는 다문화사회에 적극적으로 개입하여 공동체 간의 상생(相生)을 모색한다. 유럽평의회는 상호문화도시정책을 통하여 이주민과 선주민 간의 도시 내 화합을 시도하고 있다. 상호문화도시정책은 상호문화의 시각(Intercultural Lens)으로 사회를 바라보며, 실제적으로 도시정책이 상호문화적으로 이루어질 수 있도록 상호문화도시 지표와 상호문화 전략을 사용한다. 유럽의 상호문화도시정책의 주요한 요소는 상호문화적인 시각으로 사회를 바라보는 것이다. 상호문화의 시각을 통해 다문화사회에서 상호문화사회로 나아가는 정책을 실현할 수 있도록 한국적 상호문화도시를 위한 실천 방안을 제시하고자 한다.

영문 초록

The multicultural society phenomenon which is the characteristic of modern society shown through globalization, reveals the positive/negative attitude toward meetings between unfamiliar cultures, communities, and people. Intercultural society based on the interculturalism seeks for the coexistence of communities by actively intervening multicultural society that expresses the discrimination and exclusion originated from the spatial separation between immigrants and indigenous people, and ethnocentrism. The Council of Europe is attempting the harmony of city between immigrants and indigenous people through intercultural city policy that uses the intercultural city index and intercultural strategy by viewing society through intercultural lens, so that city policies could be actually done interculturally. The main element of intercultural city policy of Europe is to view society through intercultural lens. In order to realize intercultural society policy in multicultural society through intercultural lens, it aims to suggest measures to realize intercultural city in Korea.
