국민총소득 분배구조의 변화 요인 분석

국문 초록

외환위기를 경계로 국민경제의 소득 측면에 있어서 기업부문의 비중이 확대된 반면 가계부문 비중은 축소되는 등 구조적인 변화가 나타났다. 기업소득의 증가세는 우리경제가 위기를 조기에 탈출할 수 있었던 원동력이 되었지만, 한편으로는 가계소득은 위축되어 부진이 한동안 지속되었다. 본 논문에서는 이와 관련하여 기업투자의 질적 변화를 평가해보고 외환위기 전후의 소득 분배 구조변화를 회귀나무모형을 통해 분석하였다. 더불어 가계수지통계를 이용하여 소득분위별 소득과 기업소득과의 관계를 살펴보았다. 분석결과, 국민소득에 미치는 자본의 영향력이 외환위기 이후 높아졌는데, 이는 지식자본을 포함한 경우도 마찬가지로 나타났다. 또한 가계소득의 경우 금융부채와 투자 등이 구조 변화와 관계 깊은 변수로 나타났으며 외환위기 이후 기업소득의 증가세는 소득 5분위에 해당하는 가구소득의 증가세와 유사한 것으로 분석되었다. 기업소득이 가계로 환류된다 할지라도 이러한 성과가 고소득층에만 집중된다면 가계소득 분배 불균형이 문제점으로 제기될 수 있다. 따라서 이러한 구조적인 문제를 해결하기 위해 기업소득이 가계소득으로 원활하게 환류될 수 있는 방안을 강구하되 저소득층 소득 부진에 따른 소득격차 확대 문제를 해결하고 소득 불균형 현상을 해소할 수 있는 다양한 정책적 노력이 뒷받침되어야 하겠다.

영문 초록

Structural change of the distribution of gross national income has occurred since foreign currency crisis in Korea. The portion of the corporate sector in terms of national income has expanded, while the portion of households has shrunk. The large increase in corporate income has been the driving force for the Korean economy to escape the crisis, but on the other hand, household income has shrunk. Previous studies point out the change of investment behavior of firms. In this paper, we evaluate the qualitative change of corporate investment and analyze the change of income distribution structure before and after the crisis by the regression tree model. In addition, we examined the relationship between household income and corporate income. The results show that the elasticity of capital including knowledge capital increases after the crisis, and the trend of corporate income is similar to that of household income corresponding to the fifth quintile. Even if corporate income is returned to households, if concentrated only on high-income earners, household income distribution imbalances may be a problem. Therefore, various policy efforts should be backed up in order to solve such a structural problem.
