보호관찰소의 이미지 개선방안에 관한 연구

국문 초록

많은 보호관찰소와 보호관찰지소가 입지 선정과정과 입지 이후 지역주민의 반응에 대해 민감할 수밖에 없는 실정이다. 특히, 성범죄자 등의 문제가 이슈화되면서 더 심각해졌다고 볼 수 있다. 지역주민들의 생각은 입지 선정과정에서의 명확한 기준을 요구하고 있는 반면, 실무적 측면에서는 입지 선정에 대해 많은 어려움이 있다는 것이 실질적인 문제라고 할 수 있겠다. 더욱이 엄중히 법을 집행해야 할 사법기관의 역할과 지역주민의 인식을 함께 고려해야 하는 현실적인 문제도 존재한다. 따라서 포괄적인 이미지 개선의 시도가 요구되는 시점이라고 할 수 있겠다. 이 연구에서는 보호관찰소의 이미지 개선을 위해 유관하다고 생각되는 학문 분야 전문가, 실무자, 지역주민을 대상으로 심층면접조사를 실시하여 이미지 개선을 위해서 요구되는 요인이 무엇인지 확인하는 것을 목적으로 하고 있다. 연구결과 학문 분야 전문가와 실무자의 이미지 개선을 위한 전략 및 핵심요인에 대해서는 전혀 다른 입장을 취하고 있었다. 또한 지역주민을 대상으로 한 심층면접 조사에서는 보호관찰소의 역할을 잘 모르는 등 부정적인 이미지가 언론 등 매체를 통해 막연히 형성되고 있다는 점과 실질적으로 보호관찰소에 대한 소개를 받은 이후 이미지 개선에 대한 여지를 보이고 있었다. 결론적으로 학문 분야 전문가와 실무자 사이의 이미지 개선을 위한 상반된 입장을 명확히 정리하여 핵심요인으로서 공통점을 도출하고 지역주민에 대한 홍보 및 보호관찰소의 순기능에 대하여 적극적으로 홍보하면 이미지 개선에 효과적일 수 있을 것이다.

영문 초록

Many probation offices are insensitive to the location selection process and the response of local residents after the location. In particular, the problem of sex offenders became more serious as the issue was raised. While local people s ideas require clear criteria in the location selection process, there are many difficulties in location selection in practical terms. Moreover, there are also practical issues that must consider both the role of law enforcement agencies and the perceptions of local residents, strictly enforced. Therefore, it is a time when comprehensive image improvement attempts are required. In this study, in-depth interviews were conducted with academics, practitioners, and local residents considered relevant to improve the image of probation offices. The purpose of the in-depth interview is to identify the factors required to improve the image of the probation office. As a result, the study took a completely different position on strategies and key factors to improve the image of academic disciplines and practitioners. In addition, in-depth interviews with local residents were not familiar with the role of probation offices. In conclusion, it is important to clarify the conflicting positions for improving the image between academic disciplines and practitioners to find common ground as a key factor. In addition, public relations about the function of probation centers should be actively used for local residents. Then, it may be effective to improve the image.
