신뢰 받는 공동체 치안활동의 활성화 방안

국문 초록

이 연구의 목적은 지역경찰관이 지역 주민들을 경찰활동에 적극적으로 참여시키고, 지역사회의 범죄, 무질서 및 각종 문제들을 지역 주민들과 함께 해결하는 공동체 치안활동의 활성화 방안을 모색하는 것이다. 조사 대상자는 대전지방경찰청 소속 지역경찰관 1,087명이었다. 분석 결과는 남성 경찰관들이, 비공식적 사회통제 및 사회적 유대감이 더 클수록, 경찰관의 자기 정당성 인식이 강할수록, 지역경찰의 시민 신뢰가 더 클수록, 그리고 경찰직무 만족도가 클수록, 지역경찰관의 공동체 치안활동에의 참여가 더 적극적이라는 것을 보여준다. 따라서, 신뢰받는 공동체 치안을 활성화하기 위해서 첫째, 비공식적 사회통제 및 사회적 유대감을 증진하기 위해서 생활안전협의회 역할을 강화하고, 시민경찰학교 운영을 확대하고, 둘째, 경찰관 자기 정당성 인식을 강화하기 위해서 조직 공정성을 강화하고, 동료 경찰관과의 관계를 증진시키고, 시민의 적극적인 지지를 확보할 필요가 있고, 셋째, 시민에 대한 지역경찰의 신뢰를 증진하기 위해서 시민의 법규준수 의식을 강화하고, 경찰-시민 간 의사소통을 강화하여야 하고, 넷째, 지역경찰의 직무만족도를 향상시키기 위해서 직무 스트레스를 감소시키고, 지역 주민의 경찰관 존중 및 신뢰 수준을 강화하고, 다섯째, 지역 특성에 맞는 경찰활동을 수행하기 위해서, 지역 경찰-대학-연구원 간 협업을 강화하고, 무질서 감소활동을 강화하고, 지역경찰관서장에게 재량권을 부여할 필요가 있다.

영문 초록

The purpose of this study is to find out how local police officers can actively participate in the community policing and solve the crimes, disorders and other problems of the community with the local people. The analysis shows that the higher the level of informal social control and social cohesion, the level of police officers self-legitimacy, the level of officers’ trust in citizen, the level of officers’ job satisfaction, the more active police officers’ participation in community policing is. Therefore, first, in order to expand informal social control and social cohesion, it is necessary to reinforce the role of Life Safety Council and to expand the operation of Citizen Police Academy. Second, to strengthen the perception of self-legitimacy, it is necessary to reinforce organizational fairness, to promote relations with fellow police officers, and to secure active support of citizens. Third, to increase police officers trust in citizen, it is necessary to strengthen public willingness to comply with the law and to activate the communication between police officers and citizens. Fourth, to improve local officers’ job satisfaction, it is necessary to reduce job stress, strengthen residents’ trust of police officers. Fifth, to practice the policing appropriate for community characteristics, it is necessary to strengthen collaboration between local police and university and research institute, reduce community disorder, grant discretion to the head of district police station.
