국문 초록

시민이 실생활을 영위하는 지역사회 안전도는 선진국을 가늠하는 가장 중요한 척도라고 할 수 있다. 일반적으로 안전관리는 국가기관에 의해 총괄되는 것으로 인식되고 있으나 안전은 관리책임의 문제가 아니라 실질적인 안전상태의 달성이 중요한 것이다. 현대사회는 과학기술의 발달과 관련 자료의 집약으로 위험대처 능력이 강화되었다고 여겨지지만, 현실의 위기대응능력은 우리 기대와 다른 것이 사실이다. 실질적 안전달성은 거대한 관리체계에 의한 것이 아니라 실거주 지역별로 촘촘한 안전관리망이 구축되는 것이 더 효율적이라고 할 수 있다. 때문에 본 연구에서는 지역단위의 사회안전을 위해 민간과 경찰이 공동으로 관리하는 지역사회안전망 관리시스템을 구축하는 방안을 모색하고자 한다. 이러한 지역사회안전망은 위험의 종류와 지역환경을 결합하여 일반-구체적 위험, 일반-추상적 위험, 특별-구체적위험, 특별-추상적위험의 4가지 조합을 기준으로 구성하고자 한다. 안전의 궁극적 달성을 위해서는 위험별 민관 협력시스템 구축, 현장 대응능력의 극대화, 지역안전 평가위원회 설치, 예방적 상담 관리사 제도 도입, 안전 인프라 구축이 필요하다. 그러나 가장 중요한 것은 안전사회는 관리의 주체와 객체가 별개로 분리된 것이 아니라는 사실을 모두가 인식하여 안전인지감수성을 제고시켜야 한다는 것이다.

영문 초록

The degree of community safety in terms of citizens’s lives is the most important measure in determining whether or not a country is developed. In general, safety management is recognized as being supervised by a national institution, but the achievement of actual safety conditions is more important than the responsibility of management. Modern society is believed to enhance its ability to handle risks due to the development of science and technology and the integration of related data. However, the risk management ability falls far short of our expectations. Realistic safety can be achieved not by a large management system but by a dense safety management network by an actual residential area. Therefore, this study seeks to find out measures to establish a community safety network management system jointly managed by the private sector and the police at the local level. The community safety network, combined with the type of risk and the local environment, is designed to be developed on four criteria: general-concrete risk, general-abstract risk, special-concrete risk and special-abstract risk. The ultimate attainment of safety requires the establishment of public-private partnership system by risk, the maximum of field response capacity, the establishment of regional safety assessment committee, the introduction of preventive consultation manager system, and the establishment of safety infrastructure. About all, the fact that the subject and object of managing a safety society are not separated must be recognized and everyone should achieve it together.
