국문 초록

최근 저활용 국·공유지를 활용하여 새로운 공익과 수익을 창출하고자 하는 정부와 지방자치단체의 노력이 증대되고 있다. 이러한 배경 속에서 2017년 8월, 정부는 「새정부 국유재산 정책방향」을 발표하고 국유재산 관리 패러다임을 재정수입 확보 중심에서 “공익실현과 재정수입 확보의 조화”로 전환할 예정이라고 밝힌 바 있다. 이렇듯 증가하는 국·공유지 유효활용 관심 속에서 본 연구는 국·공유지를 개발하는 방식 중 하나인 위탁개발사업을 주제로 위탁관리수수료를 결정하는 요인에 대해 알아보고자 하였다. 연구의 방법은 각 위탁개발사례의 면적당 월간 위탁관리수수료를 종속변수로 사용하고, 독립변수는‘건물특성’,‘입지 및 환경특성’,‘위탁개발사업 특성’으로 나누어 각각의 특성이 위탁관리수수료에 어떠한 영향을 미치는지에 대해 회귀분석을 통해 분석을 수행하였다. 연구 결과, 위탁관리수수료에 양의 영향을 미치는 변수로는 ㎡당 건축원가, ㎡당 공시지가, 국유지더미, 주차대수, 최저층수이며, 음의 영향을 미치는 변수로는 위탁기간으로 분석되었다.

영문 초록

Recently, the efforts of the central government and local government to create new public interest and profits have been increasing, as utilizing low-applied national and public lands. In the context, the government has announced 「New Government s Policy Orientation of the National Property」 in August, 2018 and that it will shift the paradigm of national property management from the security of financial revenues to the harmony between realizing public interest and securing financial revenues. In this increasing interest in beneficial use of national and public lands, this study aims to investigate the factors that determine consigned management fees on the subject of consignment development projects, one of the methods to develop national and public lands. As the study methods, the monthly consigned management fees per area of each consignment development case were used as a dependent variable, and independent variables were divided into building characteristics, location and environment qualities, and the features of consignment development projects, and analyzed how each characteristic influence consigned management fees in regression analysis. As a research result, the positive influencing variables on consigned management fees were maximum parking volume, construction cost per ㎡, official land price per ㎡, dummy of National land and the lowest floor, and the negative influencing variables were analyzed as consignment period.
