인천경제자유구역의 외국인 정주환경만족도에 관한 연구

국문 초록

인천경제자유구역은 국내에서는 최초로 2003년 8월에 지정되어 10년을 넘어섰으며, 현재 개발 중인 국내 8개 경제자유구역 중 가장 활발하게 개발이 이뤄지고 있다. GCF(녹색기후기금), ⋅WB(세계은행)등 13개의 국제기구와 국내 대기업, 해외 명문대 유치 등 외형적으로도 가시적인 성과를 나타내고 있으며, 경제자유구역으로서의 면모를 갖추어 가고 있다. 외국기업의 입주도 늘어나면서 2010년 1,635명이던 외국인이 2013년 2,293명으로 40.2%의 증가율을 보이고 있으며, 향후 개발계획과 외국기업 및 국제기구 등의 본격적인 가동시기를 고려 할 때 외국인의 증가 속도는 더욱 빨라질 것으로 예측할 수 있다. 따라서, 외국인 정주환경 만족을 위한 하드웨어 및 소프트웨어 서비스 제공은 경제자유구역의 성공 요건 중 매우 중요한 부분을 차지하게 될 것이다. 본 연구는 외국인을 대상으로 지역에 대한 만족도나 불편사항에 대한 조사를 바탕으로 외국인 정주환경에 대한 현황과 실태를 조사⋅분석하여 문제점과 발전방안을 도출하는 것을 목적으로 하였다. 본 연구 결과 인천경제자유구역 거주 외국인들은 정주환경에 대해서 대체로 만족하고 있는 것으로 나타났지만 거주 외국인들에게는 교통체계 정보를 비롯한 각종 도시 상황정보 제공 등에 대해서는 부족한 것으로 분석되었고 향후에는 이런 정보들에대한 안내가원활해지기를 희망하는 것으로 나타났다. 본 연구에서는 조사대상의 규모면에서 다양한 국적의 외국인을 대상으로 한 연구가 아니라는 점에서 연구의 한계를 느끼고 있으며, 이 연구를 바탕으로 향후 인천경제자유 구역에 정주하는 외국인들에게 다양한 서비스를 제공하고 국제도시에 걸맞은 사회⋅문화적 인프라를 조성하여야 할 것이다.

영문 초록

It has been a decade since the three areas: Songdo, Yeongjong, Cheongna in Incheon were nominated as the first FreeEconomic Zone in Korea in October 2003. The IFEZ is being developed most lively among 8 FEZs in Korea. The IFEZ began to have some aspects of free economic zones by hosting 13 offices for international organizations such as the Global Climate Fund and the World Bank Group, affiliates of leading conglomerates in Korea, and campuses of overseas prestigious universities. With the increase of international companies moving in the IFEZ, the number of foreign residents in the area rose by 40.2% from 1,635 people in 2010 to 2,293 people in 2013. And considering IFEZ development plans and business plans of international organizations and companies, the increasing rate of the foreign residents in the region is expected to be faster than before. Thus, providing enough facilities and proper services to enhance foreigner s residential environment satisfaction is one of the main parts which are necessary for the success of the IFEZ. The purpose of the study is to find out problems about the current situation of foreign residents in the IFEZ and deduct some implications for making better living conditions for them by researching and analyzing the present condition on base of the survey findings which have be conducted to estimate their satisfaction level. ing a decrease in population and an age of low growth, urban regeneration projects began to emerge in Korea. Recently, enactment of ‘Special Law on Vitalization and Support of Urban Regeneration’ has paved the way for promoting urban regeneration projects. It is essential that local residents participate in promoting the project for urban generation. Accordingly, this study aims to explore the ways to push forward a urban regeneration project, utilizing co-operative which has recently been an issue as its successful plan.
