인구구조 변화에 따른 국민주택기금 운용방안에 대한 연구

국문 초록

국민주택기금은 연간 40조원을 넘는 금액이 운용되고 있고 주거복지에 활용할 수 있는 대표적인 수단에 해당한다. 따라서 기금의 운용방향을 결정할 때 인구구조변화를 반드시 고려해야 한다. 저출산문제를 해결하기 위한 수혜대상자들에 대한 설문조사에서는 70%에 해당하는 응답자들이 2자녀 이상이면 주거비와 매매 및 전세자금 대출지원 등에서 혜택을 주어야 한다고 응답하였다. 2010년 주거실태조사결과에서도 1자녀가구에서 2자녀가구로 갈수록 소득이 증가하는 것으로 나타났으나 3자녀 가구의 경우 다소 소득이 낮아지는 것으로 나타났다. 따라서 현재 우리나라 상황에서 정부의 저출산 지원사업의 효과는 1자녀가구를 2자녀가구로 전환할 경우 크게 나타날 수 있을 것으로 기대된다. 이상을 고려할 때 한국의 기금활용방안은 다음과 같이 변화되어야 할 것으로 보인다. 먼저 출산장려를 다양한 지원사업을 개발할 필요가 있을 것으로 보인다. 특히 현재 1.2명에 불과한 가임여성 당 출산율을 고려할 때 2자녀 가구의 경우에도 차등적으로 지원을 할 필요가 있다. 최근 정부에서 시범사업을 진행하고 있는 주택 바우처사업에서도 대상자 산정 시 자녀수 등을 고려할 필요가 있을 것으로 보인다. 두 번째로 기존의 주택매매 및 전세 등에 대한 지원사업에서 육아지원중심의 지원을 할 필요가 있을 것으로 보인다. 저출산의 문제는 단순히 안정적으로 거주할 수 있는 주택을 확보하는 것 뿐 아니라 거주지에서 육아문제를 해결할 수 있는지도 중요하다. 따라서 국민주택기금을 활용하여 어린이집 및 방학 중 급식센터 운영 등 프로그램 중심의 지원이 병행될 필요가 있다.

영문 초록

The national housing fund accounting for 30,000,000,000,000won is operating a year and is a representative means to be used for residential welfare. Accordingly, the change of the population structure should be taken into consideration in deciding the direction for operation of the fund. In the questionnaire research on the beneficiaries to resolve the problem of low birth, 70% of the respondents pointed out that it would be necessary to provide benefits for households with more than two children in relation to support for housing expenses and loans on the fund for housing purchase and housing leasing on a deposit money basis. The above findings taken into consideration, it is thought that the scheme to use the national housing fund in Korea should be changed as follows: First, it is thought that it is necessary to develop diverse support projects for birth encouragement. Especially, it is necessary to provide differential support for 2-child households when the current birth rate of 1~2 children per one fertile woman is taken into consideration. It is thought that it would be necessary to consider the number of children per household in calculating beneficiaries eligible for the housing voucher project that government has recently intended to introduce. Second, it is thought that it is necessary to provide the support revolving around childcare support in relation to the support project for existing housing purchase and housing lease on a deposit money basis. It is important that to resolve the problem of low birth, households can simply not secure the housing to live a stable life in but also resolve the childcare problem in their dwelling place. Accordingly, it is necessary to provide program-centered support such as the operation of daycare centers and feeding facilities for a vacation by using the national housing fund
