국경없는 의사회의 “탄생 설화”

국문 초록

긴급 의료구호 단체인 국경없는 의사회는 1971년 프랑스에서 정식 출범하였으나, 탄생의 직접 배경은 나이지리아의 비아프라 내전(1967-1970)에서 찾아볼 수 있다. 그 역사적 사회적 배경을 보면 “국경 없는” NGO운동의 시작은 청년 활동가들의 호기로만 이해될 것이 아니라 유럽의 시대적 변화, 특히 국경없는 의사회의 고국인 프랑스의 현대사의 격랑과 깊은 관계가 있다는 점이 분명해진다. 20세기 후반, 전후 재건기의 프랑스는 제3세계 논의에서부터 공산주의에 호의적이었던 지성인 사회, 그리고 그러한 엘리트층의 담론에 환멸을 느끼기 시작한 청년세대의 고민, 그리고 프랑스의 대아프리카 간섭 정책 등의 요소들이 혼재되어 있었다. 비아프라 내전은 현재까지도 그 여파가 진행형이라는 점, 후대 인도주의 구호의 역학에 큰 영향을 준 점 등에 있어서 시사하는 바가 크다. 또한 국경없는 의사회는 자의 및 타의적으로 비아프라 내전을 탄생 배경으로 규정하면서 적십자로 대표되는 기존 인도주의 구호의 원칙을 벗어나는 모습으로 ‘탄생설화’를 서술해왔다. 이러한 ‘단절’의 담론을 살펴봄으로써 이제는 주류가 된 국경없는 의사회 및 신 인도주의에 대한 비판적인 검토를 할 필요가 있다.

영문 초록

Doctors without Borders, French humanitarian NGO specialized in emergency medical aid, was founded in France in 1971. However its roots can be traced back to the Nigerian civil war from 1967 to 1970, commonly known as the Biafran war. When considering historical and social context of Doctors without Borders’s birth, this advent of NGO movement “without borders” need to be understood in conjunction with changes in the European society, especially in the organization’s native France. The post-war period France had the African policy nicknamed “Françafrique”, indicating France’s paternalistic approach to newly independent African nations. Ideological turbulences in post-war France ranged from issues stemming from the Third Worldism debate to the French intellectuals’ pro-Communist tendencies, from which French youth experienced subsequent disillusionment. Even though Nigeria was a British colonies, links between France and the Biafran war remained multiple, even to the governmental level. Repercussions of the Biafran war remain vastly under-researched despite the need to the contrary, given the factors that the struggle in the Biafran region has never fully addressed and overcome and that this war fundamentally affected the dynamics of modern humanitarian aid. Most of all, it is important to note that Doctors without Borders established its own narrative of the “birth legend” based on this war, setting itself aside as the example of a break-off(“rupture” in French) in the history of humanitarianism. It may be important to make critical examination of the organization and new humanitarianism by analyzing this discourse of a historical break-off.
