어머니의 자녀부양 가치관이 사교육비 지출에 미치는 영향

국문 초록

다양한 사교육 억제 정책에도 불구하고 사교육비 지출이 좀처럼 줄어들지 않고 오히려 이것이 보편화 된 상황에서 사교육비 문제는 단순히 해당 가구의 지출 부담에 대한 우려를 넘어 사회계층의 고착화 및 출산기피 등의 원인으로 지목되고 있다. 사교육을 둘러싼 실효성 있는 사교육비 경감 대책 마련을 위해서는 무엇보다 이를 선택하는 학생과 학부모들이 왜 그러한 의사 결정을 하였는지에 대한 분석적 접근이 요구된다고 할 수 있다. 사교육비 지출을 둘러싼 분석적 연구가 부족한 상황에서 본 연구는 대표성 있는 통계자료를 이용해 사교육비 지출과 관련된 요인들을 살펴보고 이를 바탕으로 정책적 시사점을 제시하고자 하였다. 특히 사교육비 지출결정에 있어 부모의 의식이나 가치관 등과 같은 주관적 측면은 상대적으로 소홀히 다루어졌음을 염두에 두고, 자녀의 사교육을 둘러싼 의사 결정에 상당한 영향을 미칠 것으로 예상되는 어머니의 가치관과 자녀 사교육비 지출 간의 관계를 살펴보았다. 보다 구체적으로는 어머니의 자녀부양을 둘러싼 가치관(자녀부양에 대한 가치관 및 봉양에 대한 기대감)이 사교육비 지출에 어떠한 영향을 미치는지를 살펴보고자 하였다. 분석결과 사교육비 지출은 부모의 교육수준, 소득이나 자산상태와 같이 기존의 논의에서 비교적 널리 언급되었던 가구의 사회경제적 지위(socioecomic status; SES)와 관련을 갖고 있을 뿐만 아니라 기존의 논의에서 상대적으로 소홀히 다루었던 주관적 요인 또한 사교육비 지출과 밀접한 관련을 갖고 있는 것으로 분석되었다. 특히 주관적으로 인식하고 있는 가구의 경제상태나 자녀(들)의 학업성적 및 진학에 대한 걱정정도 외에도 자녀부양을 둘러싼 어머니의 가치관 또한 사교육비 지출액의 결정이나 가계의 소비지출 중 사교육비가 차지하는 비중에 있어서 이를 결정하는 중요한 요인이 되고 있음이 실증적으로 나타났다. 보다 구체적으로는 어머니의 자녀부양 의무감이 클수록 자녀의 사교육에 보다 많은 비용을 지출할 가능성이 높았으며 부모봉양에 대한 기대감의 경우 반대의 영향을 가져올 가능성이 큰 것으로 나타났다. 본 연구는 사교육 현상을 보다 심도있게 이해하고, 실효성 있는 사교육 경감대책 마련을 위한 참고자료 제시를 목적으로 그간 상대적으로 논의가 덜 이루어졌던 어머니의 의식이나 가치관 등과 같은 주관적 측면을 중요한 설명의 축으로 삼아 사교육비 지출과의 연관성을 실증적으로 살펴보았다. 이를 바탕으로 사교육을 둘러싼 문제진단 및 정책수립을 위한 정책적 함의를 제시하였다.

영문 초록

Despite a diversity of policies against private education, private education expenditure has seldom decreased and private education has rather been prevalent; in such a situation, the issue of private education expenses not only leads to concerns about the burden of household expenditure but also causes social class immobility and low birthrate. It is most of all necessary to make an analytical approach to why students and parents made such a decision with the objective of taking an effective measure aimed at cutting private education expenses. While few analytic studies on private education expenditure have been conducted, this study aimed to use representative statistical data to examine the factors related to private education expenditure and, on this basis, present policy implications. In particular, it intended to determine how mothers’ values of family support (values of parents’ caregiving to children, values of children’s caregiving to parents) were correlated with private education expenditure, taking into account the fact that such subjective aspects as parents’ awareness and values had been relatively neglected in deciding on private education expenditure. Private education expenditure was not only correlated with socioeconomic status (SES) of households, including parents’ education level, income, and financial standing, which has been relatively widely discussed, but also was closely correlated with a diversity of subjective factors, which have been relatively neglected in discussions. In particular, the empirical analysis found that mothers’ values of family support as well as perceived economic status of households and children’s academic performance and concerns about entrance into a school of higher grade formed a crucial factor in deciding on private education expenditure or on the portion of private education expenses in household consumption. Specifically, the greater sense of duty mothers had of supporting their children, the more likely they were to spend lots of money on private education; the greater sense of expectation they had of being supported by their children, the less likely they were to spend lots of money on private education. This study is significant in that it has empirically analyzed the correlation between private education expenditure and some subjective aspects, such as mothers’ awareness and values, which have been relatively neglected in discussions, with the aim of giving reference data that could help have a deep understanding of the phenomenon of private education and take an effective measure to reduce private education; on this basis, it suggested policy implications to diagnose the issues regarding private education and make a relevant policy.
