A Study on the Change of the Trade Value by Concession Type of the Korea-U.S. FTA

Purpose : The purpose of this study is to confirm whether the changes in trade volume before and after the Korea-US FTA are due to the type of concession. Research design, data, methodology : The data collected for analysis are from the two countries concessions. It also collected trade data on items that were imported from both countries for more than 10,000(thousand dollars). Results : The results of the analysis are as follows. First, it was confirmed that the amount of imports increased compared to the base year in the year of the Korea-US FTA. These results are particularly consistent with US trade trends. Second, it is confirmed that the import amount tends to decrease when the tariff elimination period becomes longer. Because the tariff rate which was imposed on base year is not big difference. Third, we confirmed the negative correlation between the tariff rate and the import amount. Although some types of exceptions exist, the lower the tariff rate, the higher the import amount. Fourth, although the same type of concessions, the rate of increase or decrease in import amounts is different for each country. For example, imports of type A have decreased in Korea, but have increased in the United States. Conclusions : Analysis results show that the amount of imports from each country has increased since the Korea-US FTA took effect. However, if the period of abolition of the tariff rate is prolonged, the FTA effect is insignificant. And there was no significant difference between the types of concessions and the increase of imports in the commodity trade trend by type of concession.

영문 초록

우리나라와 미국 간 FTA는 2012년 3월 15일 발효되어, 2016년 기준으로 5년의 기간이 경과되었다. 양국 간 FTA가 체결되면 관세장벽이 철폐되므로, 기존 제3국으로부터 수입하던 것 을 협정상대국으로부터 수입하게 된다. (한국무역협회) 따라서 협정이 체결되기 전·후의 교역량을 확인하여, 실질적으로 FTA 체결 이후 교역이 증가되었는지 수치를 통해 확인할 필요성이 있었다. 본 연구는 한-미 FTA 전·후의 교역량을 확인하여, 수입액 변화가 양허유형에 기인한 것인지 여부를 살펴보고자 하였다. 분석을 위해 수집한 자료는 양국의 양허표와 10,000(천 달러) 이상 수입되는 품목의 교역액이며, 분석 결과는 아래와 같다. 첫째, 한-미 FTA 발효연도 (2012)에 수입금액이 기준연도(2011)에 비해 증가하였음이 확인되었다. 이러한 결과는 특히 미국의 교역동향과 부합한다. 둘째, 관세율의 철폐기간이 길어지는 경우, 수입금액이 감소하는 경향을 확인하였다. 연간 철폐되는 관세율이 낮아지면, 기준연도(2011)에 부과되던 관세율과 차이가 크지 않아 수입금액이 감소하는 것으로 판단된다. 셋째, 관세율과 수입금액 간 음 (-)의 상관관계를 확인하였다. 일부 예외 유형이 존재하긴 하지만, 관세율이 감소될수록 수입 금액이 증가하고 있다. 넷째, 양허유형이 동일한 경우에도 각국의 수입금액 증감율은 상이한 것으로 확인된다. A유형의 경우 한국에서는 수입금액이 감소하고 있으나, 미국에서는 수입금액이 증가하고 있다.
