새 정부 고등교육정책의 특징과 과제

국문 초록

이 논문은 대선 공약을 중심으로 이명박 정부의 고등교육정책의 특징이 무엇인지 논의하고, 고려해야 할 고등교육정책의 방향과 과제를 제안하는 데 그 목적이 있다. 새 정부의 고등교육정책 공약에서는 고등교육 문제의 원천을 관치에 있다고 규정하고 관치의 철폐를 통한 자율과 경쟁을 바탕으로 고등교육의 발전을 추구해야 한다고 보고 있다. 고등교육정책의 핵심 과제로서 첫째, 대학 비전임교원제도의 개선을 제안하였다. 우리나라는 비전임교원제도가 극도로 남용되고 있음을 지적하고 한정적 개선보다는 구조적 개선이 필요함을 주장하였다. 둘째, 지방대학 육성 방안을 제안하였다. 대학경쟁에서 대학의 자구적 노력보다 소재 지역이 강하게 작용하고 있음을 지적하고 지방대학 재정지원 강화 등이 필요함을 강조하였다. 셋째로 대학등록금 안정화 방안을 제안하였다. 각 대학들이 대학 경쟁력 강화를 위해 학생등록금 인상을 통한 재원 확보에 급급하고 있음을 지적하고 장학금 확충으로서는 한계가 있기 때문에 대학등록금 인상 억제를 위한 대책 마련이 필요함을 설명하였다.

영문 초록

The purpose of this study to systematically identify the issues and tasks of higher education policy of MB administration. The study focuses on the following tasks: First, Most of universities heavily use non full-time lecturers. Scheme to use non full-time teachers should be adopted temporarily in a limited scale but universities abuse this scheme. Use of non full time teachers should be reconsidered at this point to enhance level of higher education. In particular, rather than one time event such as increasing wages of part time lecturers, more fundamental and systematic improvement are required. Second, in competition among universities, those located in local cities have big disadvantages. This location issue can not be easily overcome by efforts done by those universities alone. Nurturing universities in each locality is very effective investment for balanced national development and innovative strategies. It is necessary to lay the foundation for the development of local cities through building capacities of universities located in those cities. Third, universities tend to secure more resources by increasing tuition fees. The new government that has market-oriented policies is likely to let universities increase their fees to help them to address their real issues. The government proposed scholarship schemes to support students from low income families but there is limit here. With widening gaps between haves and have-nots, increasing number of people have a great burden from this increasing tuition fees and therefore, it is required to secure measures to stabilize this that is currently in a rising trend.
