국문 초록

이 글은 국군 창설의 시기에 최용덕이 전개했던 활동이 공군의 창설에 끼친 영향과 그것의 역사적 의의를 조망했다. 해방 공간에서 최용덕은 광복군을 포함한 독립운동의 경험과 중국 공군에서의 경력을 바탕으로 국내 항공계를 통합하고, 이끌 수 있는 상징성을 지니고 있었다. 그는 자신의 위상을 기반으로 군의 항공력 구축을 위해 부단한 활동을 펼쳤다. 한국의 항공력 구축에 대한 미국의 통제는 이러한 노력에 제약으로 작동했다. 이에 따라 타군과 달리 항공력은 외부의 지원보다 내부의 의지로 만들어야 하는 과제였다. 과거 경험을 통해 독립국가에 항공력이 필수라는 신념을 지녔던 최용덕은 지속적인 노력을 통해 항공부대의 창설과 「국군조직법」에 공군 독립에 관한 유보조항 반영, 건국기 도입 등에 핵심적인 역할을 수행했다. 이러한 성과는 항공력 구축을 위해 헌신했던 경험에 따른 그의 위상에서 기인했다. 즉 그가 투신했던 ‘항공독립운동’은 공군 창설의 실질적인 기반인 것이다.

영문 초록

This article aims to shed new light on how Gen. Choi Yongduk did make a contribution to the creation of the Korean Air Force. Gen. Choi was the most symbolic airman between 1945 and 1949, who had both abilities and experiences to rally airmen and their organizations scattered throughout Korea, through his outstanding careers in the Korean independence movement including the Korean Liberation Army and in the Chinese Air Force under Chiang Kai-shek. He did his best to make independent Korea secure modern airpower sufficient to preserve its security and territories. However, U.S. Army Military Government in Korea(USAMGIK) showed its unfavourable attitude to the Korean effort to secure airpower. The Korean people had to secure their airpower not through the assistance from other sources but the domestic efforts. Holding a strong belief that airpower was essential to any independent country, Gen. Choi did a crucial role in the establishment of the first Korean air unit in the Korean Army, and the formation of a legal foundation for the creation of the Korean Air Force as well as the procurement of AT-6. The ‘independence movement through airpower’ to which Gen. Choi gave all of his heart and strength during the period under the Japanese rule was the true foundation for the historic birth of the Korean Air Force in 1949.
