국문 초록

본 연구는 사회적·경제적 약자인 저소득층과 차 상위 계층의 임차료 부담 가능한 주택의 공급 부족과 공공 임대주택의 사회배제 문제해결을 위한 연구이다. 이 연구의 목적은 사회주택 공급 활성화와 협동조합 융합개발을 통한 지속가능한 사회주택 발전방안 제시에 있다. 문헌 및 자료를 토대로 이론적 틀을 구성하고 사회주택 활성화를 위한 시스템 구축 및 통합화를 도출하였다. 첫째 민간 사업자가 수요자요구에 맞는 사회주택을 공급하도록 지원한다. 창의적인 관리체계를 구축하여 입주민의 자발적인 참여를 통한 사회통합을 도모한다. 둘째, 사회주택 입주민의 경제적 자립방안으로 공동체 비즈니스를 활용할 수 있는 협동조합을 설립하여 사회주택 내에 사업장을 배치한다. 셋째, 협동조합 운영을 통하여 사회통합 인큐베이팅 역할을 하는 커뮤니티 비즈니스 플랫폼 체제를 구축한다, 본 연구를 통하여 사회주택 협동조합이 지역사회에서 사회통합 뿐 아니라 커뮤니티 비즈니스 플랫폼 구현과 인큐베이팅 역할에 기여하기를 기대한다. 연구과제로는 사회주택활성화와 사회통합에 대한 인식의 전환을 통한 주민의 자발적 참여를 이끄는 지역 간 연계시스템 구축과 정부 및 지방자치단체의 지원이 요구된다.

영문 초록

1. CONTENTS (1) RESEARCH OBJECTIVES This study is to solve the shortage of housing supply which have rent charge affordable to low and secondary poor income households and the social exclusion of public rental housing. The purpose of this study is to propose sustainable social housing development through social housing supply vitalization and Convergence Development of a Cooperative Association. (2) RESEARCH METHOD This study construct a theoretical framework based on literature and data, and system construction and integration for social housing activation plan are derived. (3) RESEARCH FINDINGS First, it supports the activation of private enterprises to supply social housing that meet the consumer demand. In addition, a creative management system is established to promote social integration through voluntary participation of residents. Second, it arranges a workplace in the social housing by establishing a cooperative that can utilize community business as a means of economic independence of the residents of social housing. Third, it establishes a community business platform system that serves as a social integration incubator through cooperative operation. 2. RESULTS Through this study, social housing co–operatives are expected to contribute not only to social integration, but also to the platform implementation and incubation role of community business in the community. It is necessary to build a system that leads the voluntary participation of residents through the transformation of awareness about social housing activation and social integration and support from the government and local government.
