소규모 학교군별 재정 운영 비교 분석

국문 초록

학령인구가 감소하면서 농산어촌과 구도심지역의 학교 및 학급규모가 줄어드는 현상이 지속되고 있다. 학교통폐합 정책 및 신설대체 이전을 유도하고 있으나 그 효과는 크지 않다. 본 연구는 학교재정 운영 관점에서 소규모학교와 적정규모 학교의 세입, 세출결산을 분석하고자 하였다. 이를 위해 총3개년도의 A도교육청의 학교 규모를 4개 군으로 분류하여, 학교당 총 세입 및 세출현황, 지원주체별 세입현황, 학생당교육비, 정책사업별 세출현황, 기본적교육활동비 중교과활동비 세출, 목적사업비 운영, 지방자치단체 지원(학부모부담), 불용률 등 학교재정 측면에서 적정한 학교 규모를 비교 분석하였다. 분석결과, 첫째, 초등학교와 중학교 모두 학교규모별로 세입 및 세출 규모에 차이가 있다. 학교 규모가 적을수록 학교당 세입 규모는 적지만 지원주체별 세입 현황에는 군별로 차이가 있었다. 정책사업별, 기본적 교육활동비 지출 측면에서도 군별 차이가 있었으며 연도별‧항목별로 세출 증감도 매우 다양하게 나타났다. 둘째, 학교 운영측면에서 볼 때 초등학교와 중학교 모두 학교규모가 클 때 지방자치단체 이전수입, 급식지원, 인적자원운영 비중이 증가하는 추세이다. 학생 교육지원 측면에서는 학교규모가 적을수록 학생 당교육비 및 교육과정 지원비는 많지만, 기본적 교육활동비는 매년 감소하고 있는 추세이다. 셋째, 셋째, 학교 관리‧운영 및 학생 교육지원이라는 2가지 차원을 고려해 때, 학교재정 운영 측면에서 적정한 학교규모를 다음과 같이 가정해 볼 수 있다. 초등학교의 경우에는 2군 규모를 유지하는 것이 적정하며, 중학교의 경우에는 2~3군 사이가 적정한 규모라고 할 수 있다.

영문 초록

The purpose of this study is to analyze the revenues and appropriations of small schools and appropriately sized schools from the viewpoint of school financial management. In order to achieve this goal, the school districts of A LOE in the total of three years are classified into four groups, and the total revenues and expenditure per school, the annual revenues by the sponsor and the student education expenses. First, there is a difference in the amount of revenues and expenditure for each elementary school and middle school. The smaller the school size, the smaller the annual revenues per school, but the revenues by the sponsor were different by the group. Second, from the viewpoint of school management, when the size of school is large in both elementary and middle schools, the share of local government transfer income, food service support, and human resource management is increasing. In terms of student education support, the smaller the size of the school, the greater the cost of education and training for students. Third, considering the two dimensions of school management and operation and student education support, it can be assumed that the appropriate school size in terms of school financial management is as follows. In the case of elementary school, it is appropriate to maintain the scale of the second group. In the case of middle school, the scale of the second to third groups is appropriate.
