문재인정부 초·중등교육재정의 쟁점과 과제

국문 초록

본 연구는 인수위 과정이 없이 보궐선거에 의해 수립된 문재인정부가 초·중등교육재정의 향후 5년간 개혁 작업을 이행하기 위해서 필요한 해결과제와 쟁점을 분석하는데 목적을 두었다. 이를 위해, 본 연구는 분석 방법으로서 1991년 지방교육자치가 본격화 된 후의 시점을 중심으로 학계 및 교육현장, 사회전반에서 제기된 지방교육재정의 다양한 문제점들을 폭넓게 탐색하고, 이 중 새 정부가 관심을 두고 향후 5년간 계획적으로 추진할 필요가 있다고 판단되는 초·중등교육재정의 과제들을 발굴하여 제안하였다. 구체적으로 본 학회의 창립 이후, 제71차에 이르는 학술대회 주제와 발표 논문들, 한국교육개발원의 관련 정책연구, 한국교육학술정보원의 학술정보 검색엔진인 Riss4U의 관련 주제 검토, 2017년 7월 19일 발표된 문재인정부 국정운영 5개년 계획을 종합적으로 검토하여 지방교육재정의 영역별 개선 과제들을 거시적인 관점에서 도출하여 분석하는 방법을 활용하였다. 분석 결과, 문재인정부는 초·중등교육재정 개혁의 방향으로 (1) 교육재정 투자의 확대를 통한 공교육비용 국가책임 확대, (2) 육아부담 경감을 위한 초등학교 돌봄체계 구축에의 우선 투자, (3)재정지출 개혁과 세입확대를 제시하고 있는 것으로 나타났다. 이를 토대로 문재인정부에서 쟁점이 될 이슈들을 중심으로 바람직한 방향을 논의하고, 이에 근거하여 초·중등교육재정의 확보-배분-운용-환류 영역에서의 우선적 개혁과제들과 구체적인 추진 방안을 논의하였다. 최종적인 제언으로 (1) 초·중등교육재정 개혁 추진력 제고를 위해 강한 개혁드라이브를 정권 초기에 발휘할 필요, (2) 지출 효율화와 더불어 추가 세수 확보방안 수립 필요, (3) 세부과제별 합리적 교육재정 소요 예측 연구 필요 등을 제시하였다.

영문 초록

The purpose of this study is to analyze the 5 year tasks and issues of K-12 education finance for Moon Jae-in Government which was established via by-election without the transition committee. In order to fulfil the purposes, as an analysis method, various literature such as symposium and conference proceedings and peer-reviewed journal articles since local educational autonomous system (1991) era have examined to explore several problems and solutions. Specifically, 71st conference topics and papers of the Korean society fro the economics and finance of education, policy research papers of the KEDI, journal articles from Riss4U database, 5 year plan of Moon Jae-in Government released on July 19th in 2017 have utilized for selecting improvement plans in each field of local educational finance with a macroscopic viewpoint. As the results of this study, Moon jae-in Government has set up three reform principles for K-12 education finance as follows: (1) Enlargement of nation responsibility by investment expansion of K-12 education, (2) Investment priority to elementary school’s caring system establishment for reduction of childcare burden, (3) financial expense reform and revenue expansion for securing K-12 education finance. Based on the reform directions of K-12 education finance, this study discussed the specific and prior reform tasks and solutions in each area of K-12 education finance security-distribution-expense-feedback. Final suggestions were provided in three aspects : (1) Strong reform drive in K-12 education finance should be demonstrated in the beginning of Moon Jae-in Administration, (2) Not only financial expense efficiency but also additional revenue expansion is very crucial for succeeding in K-12 education finance reform, (3) Reasonable finance prediction should be scrutinized in each improvement plan.
