국문 초록

이 연구는 지역교육현안수요 특별교부금 배분의 공평성을 분석하고, 배분액 결정에 영향을 미치는 요인을 분석한 후 이를 토대로 시사점을 제공하는데 주된 목적이 있다. 이를 위해 지니계수를 통해 특별교부금 배분의 공평성을 분석하였으며, 배분액 결정요인은 패널모형을 통해 분석하였다. 지역교육현안수요 특별교부금 자료는 교육부의 ‘지방교육재정알리미’ 자료를 이용하였으며, 인구통계, 재정, 선거 등 관련 자료는 국가통계서비스와 중앙선거관리위원회의 자료를 활용하였다. 분석결과를 요약하면 다음과 같다. 첫째, 지역교육현안수요 특별교부금은 전반적으로 불공평하게 배분되었다. 학교당, 학생당 특별교부금 배분액에 대한 지니계수가 대부분 0.4 이상이었다. 둘째, 교육감의 정치적 성향, 해당 지역 국회의원의 소속 상임위원회가 교육문화체육관광위원회인지 여부 등 정치적 요소가 특별교부금 배분액에 유의하게 영향을 미쳤다. 특별교부금 제도의 개선을 위해 전체 특별교부금 규모를 줄이고, 지역교육현안수요 특별교부금 배분의 기준을 보다 명확히 하고, 특별교부금에 대한 적절한 관리 체계를 구축할 필요가 있다. 향후 특별교부금에서 가장 많은 비중을 차지하는 국가시책사업 특별교부금에 대한 분석도 이루어질 필요가 있다.

영문 초록

The purpose of this article was to analyse equity and determinants of special grant for ‘Urgent Needs of Local Education’ and to suggest its possible improvement measures. To achieve the purpose, empirical analysis implemented by analyzing equity with Gini coefficient. A panel regression analysis was conducted to find determinants of allocation of special grant. Special grant data from 2013 to 2016 was collected from ‘the Local Educational Finance Information Service’ provided by the Ministry of Education. Other demographic and election data was used from Korean Statistical Information Service and National Election Commission. The results are as follow. First, the special grant for ‘Urgent Needs fo Local Education’ is allocated very unfairly. Most Gini coefficients range above 0.4. Second, the political inclinations of superintendents and memberships of Education, Culture, Sports, and Tourism Committee of National Assembly statistically affect the allocation of special grant. In order to improve special grant of education, it is necessary to reduce the amount of special grant, ensure transparency in process of allocation, and set an adequate management system. Further research needs to be conducted for better understanding of the factors on special grants allocation for ‘National Policy Project’.
