누리과정 시행에 따른 시·도별 지방교육재정 세출 경향 및 격차 분석

국문 초록

본 연구에서는 누리과정 시행에 따른 시·도별 지방교육재정 세출 경향과 격차를 분석하고 논의하는 데 목적을 두었다. 연구방법으로는 지방교육재정알리미에서 공시된 통계자료 및 지방교육재정분석 종합보고서 자료를 대상으로 누리과정이 시행되기 전인 2011년부터 2015년까지 지방교육재정 세출 항목별 경향을 분석하고, 변이계수와 지니계수를 활용하여 시·도간 세출 격차를 분석하였다. 분석결과는 다음과 같다. 첫째, 학생 1인당 교육비의 시·도교육청별 격차는 유아 1인당 교육비를 제외한, 전체 학생 1인당 교육비 및 초·중등학교 학생 1인당 교육비에서 누리과정 시행 전보다 더욱 커지는 것으로 나타났다. 둘째, 정책사업별 세출격차에 있어서도 누리과정 시행 이후 교수학습지원사업과 학교교육여건개선시설의 격차가 커진 것으로 나타났다. 셋째, 교육환경개선시설비는 2015년을 제외하고 지속적으로 세출액 및 세출 비중이 감소하는 것으로 나타났다. 넷째, 시·도별 통합 부채는 지속적으로 격차가 커졌으며, 누리과정 시행 이후 그 증가폭이 커진 것으로 나타났다. 2015년 통합부채는 누리과정 시행 전인 2011년에 비해 총액으로 약 1.8배 정도 증가하였다. 다섯째, 학교회계 전출금은 지속적으로 증가하고 있었으며, 특히 유치원 회계 전출금 총액과 비중이 증가한 것으로 나타났다. 이와 같이 증액없이 지방교육재정 내에서 누리과정을 지원함으로써 초·중등학교에 대한 재정이 열악해짐을 확인한 바 정부차원에서의 누리과정에 대한 재정 지원이 절실히 요구된다고 할 수 있다.

영문 초록

The purpose of this study is to analyze trends and find disparities of provincial expenditures in the regional education finance after starting the NURI curriculum. The data of Edu-info from 2011 to 2015 were used to analyze trends and calculate the coefficient of variation of local education expenditures. The results were as follows. First, the regional disparities of educational expenses per student except educational expenses per child increased after starting the NURI curriculum. Second, the regional disparities of program expenses in each educational policy of ‘Teaching and Learning Support Project’ and ‘Facilities for Improving School Environment‘ increased after starting the NURI curriculum. Third, the regional disparities of the expenses and the ratios of ‘Facilities for Improving School Environment‘ to regional education finance have decreased in the following years except 2015. Fourth, province s consolidated debts have increased and showed a dramatic rise since the initiate of NURI curriculum. The regional consolidated debts showed a 180% change in 2015 from 2011. Fifth, transfer in school accounting have increased respectively, especially the total numbers and the ratios of transfer to kindergarten accounting have increased. The results showed that without increase of the regional education finance, the initiate of the NURI curriculum made all levels of school finance situations worse. Therefore, the financial support for the NURI curriculum in government level needs to be made.
