제19대 대통령 선거 후보자의 교육공약 비교 및 쟁점 분석

국문 초록

본 연구는 제19대 대통령선거에서 출마한 더불어 민주당 문재인후보, 자유한국당 홍준표 후보, 국민의당 안철수 후보 간의 교육정책 공약을 밝히고, 공약에 내재되어 있는 의미를 분석하는데 의의를 두었다. 주요3당 후보 쟁점사항을 분석해보면, 대입 및 학사제도는 문재인후보는 수능절대평가, 공동학위제· 홍준표 후보는 수능기회 2회부여, 공동학위제 반대· 안철수 후보는 수능자격고사제, 공동학위제 반대를 공약 하였다. 고교체제는 문재인후보는 특목고, 자사고폐지· 홍준표 후보는 고교 현행유지·안철수 후보는 특목고, 자사고의 선발제도 개선을 공약하였다. 교육부 존치는 문재인, 홍준표후보는 교육부 존치·안철수 후보는 폐지를 공약하였다. 주요 후보들 모 두 교육발전을 위하여 국가교육위원회 설치에 따른 필요성을 공약하였다. 주요3당 후보자들의 내용을 종합해보면 첫째, 과거 교육에 비하여 미래 교육은 공공성이 확대될 것이다. 둘째, 교육부 권한은 축소되고, 국가교육위원회 및 지역교육청으로 권한이 이양될 것이다. 셋째, 자사고와 특목고에 대한 문제점들이 계속 지적됨에 따라서 현행 고교체제는 변화를 가져올 것이다. 끝으로 앞으로 대통령후보자들의 교육공약에 대해 꾸준한 연구를 제시하였다.

영문 초록

The significance of this study is to reveal educational pledges of the candidate Moon Jae-in of the Minjoo Party of Korea, candidate Hong Joon-pyo of Liberty Korea Party, and candidate Ahn Cheol-soo of the People’s Party for the 19th Presidential Election, and then to analyze meanings inherent in pledges. Analyzing the issues suggested by the candidates of the three major parties, regarding the college entrance & academic affairs system, there were pledges like college scholastic ability absolute test and joint degree system by candidate Moon Jae-in, two chances for college scholastic ability test and opposition to joint degree system by candidate Hong Joon-pyo, and college scholastic ability qualification test system and opposition to joint degree system by candidate Ahn Cheol-soo. Regarding the high school system, there were pledges like abolition of special-purpose high school/autonomous private high school by candidate Moon Jae-in, maintenance of the current high school system by candidate Hong Joon-pyo, and improvement of system to select special-purpose high school/autonomous private high school by candidate Ahn Cheol-soo. Regarding the retention of the Ministry of Education, the candidate Moon Jae-in and Hong Joon-pyo pledged the retention of the Ministry of Education while the candidate Ahn Cheol-soo pledged its abolition. All the three candidates pledged the necessity to install the National Education Commission for the educational development. Summarizing the contents of those three candidates, first, the publicness of future education would be expanding compared to the past education. Second, the authority of the Ministry of Education would be reduced, and then it would be transferred to the National Education Commission and local education offices. Third, as problems with autonomous private high school/special-purpose high school are continuously pointed out, the current high school system would be changed. Lastly, the continuous researches on educational pledges of presidential candidates were suggested.
