This paper aims to review the tasks of waste legislation system and ｢Framework Act on Resource Circulation｣ in Korea.
We have lived a prosperous life in the 20th century, which was supported by the system of mass production, mass consumption, and mass disposal. This mass disposal society led to waste system crisis, at the same time, great interest of the resource circulation society.
Currently, many nations in the world make a strong effort to build resource circulation society. In Germany, “Gesetz zur Förderung der Kreislaufwirtschaft und Sicherung der umweltverträglichen Beseitigung von Abfallen” was enacted in 1994, for building the resource circulation society. In Japan, “Fundamental Law for Establishing a Resource Circulation Society” was enacted in May 2000, in order to build the resource circulation society.
Resource circulation society is a solution to reach sustainable development and to solve problems of wastes. It is the time for us to work to establish the ‘Resource Circulation Society’ for efficient utilization of the valuable resources our earth provides. We have to change from ‘One-Way Society’ to the ‘Resource Circulation Society’.
Korean government has enacted the ｢Framework Act on Resource Circulation｣ for building resource circulation society in 2016.5. ‘Resource Circulation Society’ means a society where the consumption of natural resources is minimized and the environmental load is reduced as much as possible, by restraining products, etc. promoting appropriate recycling of products, etc.
Therefore, we try to establish basic principles of waste management as in the following. We should reduce the generation of wastes to the maximum extent possible by improving the manufacturing process, etc. of products and minimize the discharge of wastes by recycling own wastes. And wastes shall be recycled rather than
incinerated or buried in order to contribute to the improvement of resource productivity.
These basic principles of waste management must be kept, when we set up an waste policy, and establish waste legislation system.
