영문 초록

Although there are so many researchs and model projects, there are no many cases as a good sustainable urban improvement based residents participation. This study explore ways to bring-up social capacity including local administration, by researching the administration s role and systemic ordinances for working Ie․Michi Mchi Improvement Project System(IMMIPS) of Yokohama city in Japan, has similar clutural basement and administration system with Korea. Used materials are Yokomama s ordinances and japanese research papers related IMMIPS, and accumulated datas(interviews, assembly records, plan, etc.) as a consultant of Hongocho3chome District from 2006 to 2007. As the results of this research clears up the working characteristic of IMMIPS, and presents main points to institute, and to operate, systemic ordinances focused on making and official recognition of the local improvement plan by a officially recognized residents organization .
