국문 초록

1991년 지방자치제도가 도입된 후 지방자치제도는 꾸준히 변화되어 왔다. 그러나 정치적인 의미의 지방분권은 이루어졌지만, 지방행정의 측면에서는 여전히 개선되어야할 점들이 많다. 이에 지방행정체제의 개편에 관한 필요성이 제기되고 있다. 그러나 지방행정체제의 개편은 한 국가의 정치, 경제, 사회, 문화의 제 분야의 기틀을 송두리째 변화시키는 중요한 사안이다. 행정체제개편은 무엇보다도 국민의 시대적이고 공간적인 요구를 반영하여 지방의 역량을 향상시켜, 국가의 발전을 도모하는 방향이어야 한다. 또한 지방행정체제 개편에 대한 논의는 그것이 국가 전체의 조직과 운영에 관한 사안인 만큼, 민주주의의 원리가 지켜져 사전에 충분한 검토와 의견수렴이 요구되고 있다. 현행 지방행정체제는 국가발전의 전략 측면에서도 그 개편의 필요성이 있다. 지방행정의 복합적 계층구조의 비효율성은 물론, 지역여건의 변화를 고려하지 않은 획일적인 지역구분은 지역의 발전과 성장을 도모하는 데 장애로 작용한다. 이러한 측면에서 행정체제 개편을 긍정적으로 바라볼 때이다. 시군의 행정체제 개편방안으로는 동일한 생활권이면서 행정구역을 달리하는 시군을 통합하여 행정비용과 중복투자를 절감하여 행정관리효율성은 물론 투자효율성을 확보 하기 위해서는 경쟁력이 취약한 시군의 통합을 추진하는 것이 바람직하다. 이때 중앙이 획일적 기준에 의해 추진하는 것보다 인구, 면적, 재정력 등 일정한 기준에 의해 통합대상 지자체를 선정, 인접 지자체와 자율적 통합을 권고 혹은 유도하는 방안이 바람직 할 것이다. 앞으로의 지방행정체제 개편은 행정의 효율성이나 주민 참여의 민주성을 뛰어넘어 국가경쟁력을 제고하며, 세계와 경쟁하면서 살아남을 뿐만 아니라 더욱 발전할 수 있는 골격을 만들고, 이 골격에 부응하는 기능과 역할을 부여함으로써 국가 발전에 초석을 놓는 기회로 삼아야 할 것이다.

영문 초록

Since government system was introduced in 1991, it has been constantly changed and local government institutions have made the decentralization of political significance. However, in terms of local government, there are still a lot of points to be improved. The need for reform of local administration system is fully recognized. However, the reorganization of local administrative system, which changes the framework of one country’s political, economic, social and cultural fields as a whole, is an important issue. Because of this, administrative reform has to reflect the needs of the times and space, enhance the capability of local, so it should be the direction to advance the national competitiveness. Also, discussion on local government reform, the issue for organization and management on the country, is required for adequate review and comment in advance. The current local government system is required to reform in terms of the national development strategy. The uniform zoning without considering the change in local conditions, as well as the inefficiency of a complex hierarchical structure of local government acts as failure to obtain development and growth. In that respect administrative reform must be looked on the bright side. As for the reshuffle plan of administration system of Sis/Guns, such Sis and Guns of which life zone is the same but its administrative district is different must be integrated first of all, thus reducing administrative expenses and overlapping investment and ensuring the efficiency of administrative management and investment. Therefore, it is desirable to integrate Sis and Guns of which competitiveness is weak. However, the integration between Sis and Guns must not be executed by a uniform standard but be executed in a voluntary base in consideration of their population, area and financial power. In the future, the reshuffle of local administration system must not only be remaining in the improvement of administrative efficiency and residents’ participation, but become an opportunity to enhance national competitiveness, shape the frame of survival and development in global competition, and establish a base for the national development by providing functions and roles to the frame of survival.
