국문 초록

인터넷혁명 및 IT기술의 발달은 모든 제반영역에서 혁명을 이끌 수 있는 원동력이 되고 있다. 또한 모바일인터넷 서비스와 스마트폰의 보급은 라이프 및 다양한 산업분 야, 비즈니스모델의 서비스 형태 등, 각각의 영역에서 새로운 패러다임을 변화시키고 있다. 즉, 오프라인 중심에서 PC상의 인터넷을 넘어 모바일인터넷 및 스마트폰을 통한 유비쿼터스 서비스로의 시도 및 구현이 핵심으로 부각하고 있음을 엿볼 수 있다. 이러한 시기에 전자정부는 핵심을 잘 이해하고 전자정부법을 비롯 관련 법제에서 그 방향 성을 잘 담아내야 할 것이다. 시대가 요구하는 것은 유비쿼터스로의 서비스, 즉 5A의 구현이다. 누구든지, 언제, 어디서나, 어떤 기기로, 플랫폼에 종속되지 않고 서비스를 받을 수 있는 모습이다. 관건은 콘텐츠&서비스의 호환성에 대한 올바른 인식이다. 다양한 기기에서도 자유롭게 원하는 정보가 수동적인 반복작업이 아닌, 표준화된 기술로 서비스되어야 하는 OSMD (one source Multi Device)를 의미한다. 즉, n-Screen의 방향을 말한다. 고정된 자리에서 만이 아닌 이동하는 곳마다의 자유로운 콘텐츠의 접근은 특정 IT기술에 종속하지 않은 글로벌 표준화된 기술로 경제․효율적이면서 실시간의 정보의 생성, 공유 및 배포를 실현시키는 길로 이행되어야 한다. 머릿속에만 그리던 중앙과 지방을 포함한 전자정부의 가능성을 콘텐츠 및 서비스의 진정한 호환성의 이해를 시작으로 구현을 담을 수 있는 기술적 방향의 특징 및 장점을 살펴본다. 단순한 정보의 제공만이 아닌, 양방향 소통을 위한 표준화 된 웹서비스 방향, 데이터의 구조화 및 콘텐츠의 호환, 그리고 자동화의 구현을 가져다 줄 기술소개이 다. 이런 기술을 바탕으로 중앙과 지방을 포함한 전자정부의 새로운 패러다임을 거시 적인 관점에서 이끌 수 있도록 전자정부 관련 법제의 방향을 제시해 본다.

영문 초록

The Internet revolution and the development of IT technology has been the driving force to lead a revolution in all area. In addition, the spread of smartphones and mobile Internet services is changing new paradigm in each area such as the type of service the life, a variety of industries, business models. In other words, try the ubiquitous service and Implementation through mobile Internet and Smartphone over the PC Internet in the off-line center is emerging as a key. This time, e-government have a good understanding the key and will be represented well in that direction in the relevant legislation including E-Government Act. To require ubiquitous services is age, and that is the implementation of 5A. It means usual life that can receive services under the anyone, anytime, anywhere, any device, Any platform. The key is the proper recognition to the compatibility of content and services. Also it means OSMD(one source Multi Device) that the desired information freely in a variety of devices have to be serviced, not repetitive tasks manual but standardized technology. In other words, It refers to the direction of n-Screen . Free access to content of moving position should be implemented the way of realizing not only IT skills in economic, efficient and global standardized technology but the creation, sharing, distribution of real-time information. For the possibilities of e-government Including Central and Local, Imagined only in your head, from understanding the compatibility of content and services, examines the features and benefits of the technical direction . Not only just Mere provision of information, but Standardized two-way Web service, structured and content of data-compatible, and the implementation of automation technology is introduced. New paradigm of e-government including central and local, based on these technologies, will be presented In the macro view through the legal discussion related e-government.
