영문 초록

The change of social environment requires public officials to adapt themselves to it. It is crucial whether local public officials confronting various requirements are adjusting their working style to changing environment, or not, what sort of consciousness they have, and what direction should be advisable for change of public officials consciousness. Especially when the turn of the century is coming closer, the elevation of the quality of human resources in the public sector is of great value in playing its major roles for the public, and for doing so it is inevitable for local public officials to fit their consciousness into changing social conditions. This paper is to explore the ways of building desirable consciousness structure of local public officials which can be accommodated to rapidly changing circumstances, based on the result of questionnaire survey of local government officials. This study is to examine the general problems Korean government officials have and the significance of consciousness of local government officials through literature review, and analyses current consciousness and attitudes of local government officials working in Kyungbuk Province Office as subject for consciousness diagnosis. Main suggestions can be summarised as follows: First, local government officials need to be rearranged on the principle of `the right man in the right place`, which will promote the quality of public services. Second, the wage and promotion systems need to be reformed to raise public officials morale. Third, working environment of public officials needs to be made creative. In addition, we suggest some more detailed plans, for example, various organizational diagnosis, incentive wage systems, sabbatical year, training programs abroad, and making office invigorating.
