영문 초록

High-rise apartment buildings are recently recognized as view amenity barrier for mountain landscape surrounding city. A few very sensitive cities for city landscape conservation have adopted computer graphic simulation techiques to control the heights of the tall apartments. But the control system lacks constitutionality relying on randomly selected control view points and having few public consensus for the conservation. The paper suggests the public view corridor zone between the control point and the landscape to be viewed for the constitutionality problem, and `window blinder effect` technique or a series of `view corridor line` between the buildings through arranging the aspect of those facade parallel to the major view axis to be conserved. It also argues that the existing control system has no reasoning because there are only by computer techniques but few consideration for amenity or economic market behind the high-rise apartment building appearance in cityscape. If the abuse of the system is not now pointed out, seemingly stirred up by the `issue-attention cycle` and blindly believing in computer techniques, it may waste precious public resources and further violate private right action without any corresponding justifiable grounds.
