영문 초록

The main purpose of this study is to derive policy principles of urban transportation investment based upon the case study of Dongseo overpass construction plan in Daegu metropolitan area. By analyzing survey data collected from citizen and experts, we find that the Dong-seo overpass plan characterized as traffic functional approach contains serious deficiencies in terms of planning process. Majority of general public is ignorant about the plan and most of experts are dubious about policy effectiveness. The main transportation policy principles dervied from this study are follows. First, transportation investment as one of the strongest urban policy tools shoud be based on long term comprehensive planning or future vision established by public agreement. Second, transportation plan shoud encourage all purpose of trips can be accomplished with the shortest distance (time). Third, transportation network shoud encourage traffic flows among sub-centers in order to exchange benefits of spatial specializations. Fourth, unneccesary through traffic especially in congested areas should be minimized. Last, the freedom of movement should be maximized and the cost should be minimized.
