영문 초록

In recent years, movements of cooperation and conciliation among the nations in East-Sea rim region are springing up. Many local governments in Russian Far East region, Chinese North-East region, Japanese West region, and Korean East region have been interested in this movements and already held several meetings to set up basis for the good relationship. But lots of difficulties are founded in the level of local government. Although Korean central government has not set up yet general policies at the level of entire country for responding to such movements, Kangwon-do, as a part of the regional development and globalization strategy, announced it`s plans for so called East-Sea Rim KARTELL Strategy in 1994 and held the Governors conference of Local Governments in the East-Sea rim in 1994 and 1996. In 1996, Donghae-si also held the conference of major cities in East-Sea rim region. These efforts have a significant meaning in that Kangwon-do has constructively met the challenges of the East-Sea rim era. East-Sea rim countries have interchanged each other lots of personnels and cultural and athletic groups so far to build up trust. But now all are seeking realistic cooperation plans and practical economic benefits from them. Thus, from now on, the purpose of meetings and interchanges among them should be focused on the promotion of trade, investments, co-op development projects, etc. It could only lead the East-Sea rim countries to tie stronger and longer.
