중국 소수민족의 대학입학 우대정책에 관한 연구

국문 초록

중국 정부는 한족(漢族)과 소수민족 지역의 균형적 발전을 촉진하기 위하여 대학입시에서 소수민족 입학생에게 일정한 혜택을 부여하는 우대 정책을 실시하고 있다. 이 연구는 중국 소수민족교육 정책 하의 소수민족 대학입학 우대정책의 변천과정을 고찰, 소수민족 대학입학 우대정책에 대한 논란과 문제점을 살 펴봄으로써, 향후 중국 소수민족 지역의 균형적 발전을 위한 방안으로 소수민족 대학입학 우대정책의 향 방을 찾는 데 기여하고자 하는 데 있다. 이를 위해, 본 연구에서는 중국 소수민족 대학입학 우대정책을 " 개창과 형성 단계 (1949-1956년)", "곡절과 발전 단계 (1957-1966년)", "침체와 좌절의 단계 (1967—1976 년)", "회복과 발전 단계(1977—1984년)", "점진적 보완 단계(1985년—현재)"인 다섯 단계로 나누어 각 시기의 상황과 특징을 고찰하였다. 그리고 소수민족 대학입학 우대정책에 대한 논란과 문제점을 살펴봄으로써, 향후 중국 소수민족 대학입학 우대정책의 향방과 함께 한국의 다문화 가정 학생의 대학입학 정책 수립에 시사점을 제시하였다.

영문 초록

In order to promote the balanced development of minorities' regions, the Chinese government implemented affirmative action for minorities in university admission. The purpose of the paper is to review the historical situation and features of the affirmative action for minorities of China's minorities' Education Policies and examine the controversies and problems of the policy, so the future direction of the policy can be found. In order to accomplish this purpose, our paper examined the historical situation and features of the affirmative action of the policy in five phases: 'initiation and formation phase(1949-1956)'; 'intricacy and development phase'(1957-1966); 'stagnation and frustration phase'(1967—1976); 'recovery and development phase'(1977—1984); and 'gradual supplementation phase'(1985—now). Based on the analysis of the controversies and problems of the policy, the paper provided the future direction of China's affirmative action and the implications of this when the South Korean government adopts reasonable and fair affirmative action for children of multicultural families.
