경제적 가치 추정과 결정요인

국문 초록

본 연구에서는 단일양분 선택형(SB DC) 가상적 가치평가법(CVM)을 이용하여 정선아리랑제 참가자의 최대지불의사액(WTP) 결정요인과 문화관광축제의 경제적 가치를 추정하였다. Logit Model을 이용한 문화관광축제의 최대지불의사액 추정과 결정요인은 다음과 같다. 첫째, 문화관광축제 원형 유지와 육성을 위하여 축제기금 조성 WTP는 최대지불의사액(제시금액), 출발지와 목적지간 소요시간, 가족형 동반 유형, 고관여적 정보획득 매체, 가계 월소득, 거주지, 재방문 의사 등이 통계적으로 유의한 영향을 미치는 것으로 나타났다. 이로 볼 때, 방문 소요시간이 길고, 가족단위 관광자, 고관여적 정보매체 활용, 정선에 거주하며, 재방문 의사가 강할 수록 모형에 탄력적으로 영향을 미친다고 볼 수 있다. 둘째, 정선아리랑제를 대상재화로 SB-DC CVM을 적용한 문화관광축제의 경제적 가치는 Mean WTP=12,246원, Truncated WTP=12,276원으로 나타났다. 이를 평균값으로 구한 1인당 WTP=12,261원이다. Truncated WTP 산출을 위하여 사용한 상한 금액 Bmax=100,000원이다. 이러한 WTP에 기준하여 볼 때, 정선아리랑제의 연간 총가치는 36억에 이른다. 셋째, 모수의 부호가 기존연구와 일부 일치하는 것은 대상재화가 접근성이 미약한 농산촌 지역에 소재하여 거리억제효과가 작용하고 있는 것으로 보인다. 이러한 점은 기존의 연구대상과 매우 상이한 점이라고 할 수 있다. 특히 소득 변수가 WTP에 부의 효과를 나타내는 것은 정선아리랑제가 가즌 지역적 특성이 강하게 표출되고 있는 것으로 보인다. 본 문화관광축제의 경제적 가치추정결과는 21세기 문화의 질주시대에 정책결정 기준으로 활용가능하며, 유사 문화관광축제의 경제적 가치로 편익이전이 가능하다.

영문 초록

This paper has two research objectives. The first one is to estimate the maximized amount of willingness to pay(WTP) as the intrinsic value of cultural tourism festivals, using the Single Bounded Dichotomous Choice(SB-DC) Contingent Valuation Method(CVM) . The second one is to estimate the parameter of population through a set of sample data applying the linear-logit models. The economic values as WTP are derived through the process of integration in the procedure. The results of this paper were suggested as follows. First, the parameters of independent variables for WTP in the conceptual model were statistically significant in the variables of WTP, the required time between origin and destination, escort type, information channel, inhabitants of Jeongsongun county, the intention to revisit. Second, the economic value of Jeongson Arirang festival, as a cultural tourism festival, was 12,246 Korean Won on the basis of Mean WTP. And the Truncated Mean WTP was estimated to be 12,276 Won, that was truncated in the upper limit point of 100,000. Therefore, the total WTP per head was 12,261 Won. Third, the dissonance of the parameter signs show the effects of distance friction. That is due to the inaccessibility of Jeongsongun county, as it is located in a rural and mountain area. These factors make tourists think twice about whether they would visit Jeongson. This finding suggests that contingent valuation questionnaires in the area of economic valuation of cultural tourism resources, should be designed so as to give consideration to the question formats, such as dichotomous choice CVM, and open-ended question formats. To conclude, it is essential to conduct a design of CV scenarios and payment incitement methods, in order to lessen the bias for estimation of WTP.
