복지관광을 위한 사회적 취약계층의 관광활동 의미 분석

국문 초록

관광이 이제 하나의 사회현상이고, 대중문화현상임에도 불구하고 관광활동에 참여할 수 없는 소외계층은 존재한다. 소외계층은 다른 계층에 비해 경제적, 신체적, 사회적 여건 등의 이유로 사회적 참여의 기회가 상대적으로 제한된 계층을 의미하며, 적극적이고 자유롭게 관광활동을 누릴 수 없는 것이 현실이다. 아울러 이러한 사회적 취약계층을 위한 복지관광에 대한 논의가 미흡한 것도 사실이다. 본 연구는 사회적 취약계층이 관광활동에서 느끼고 경험하는 관광활동의 의미가 무엇인가를 구명하고자 하였다. 즉, 사회적 취약계층에게 있어 관광활동의 의미와 제약요인에 대한 심층적 이해를 바탕으로 사회적 취약계층을 위한 복지관광의 이론적 토대를 마련하고자 하였다. 이를 위해서 장애인, 노인, 결손가정 등의 사회적 취약계층을 대상으로 문화관광부가 시행한 ‘2007 복지관광’ 사업에 참여하여 관찰 및 비정규 면접 등을 통해 관광활동의 의미와 제약요인을 관찰일기, 현장노트 등으로 현장을 기록하고, 이를 Spradley(l980)의 발전식 연구순서(developmental research sequence) 기법을 적용하여 분석하였다. 연구결과 사회적 취약계층의 관광은 관광의 상황, 관광경험의 반응, 관광의 결과 등 각각의 단계에서 나타나는 관광활동의 의미가 일반집단과는 차이가 있음을 알 수 있었다. 관광활동을 하면서 미안함과 두려움, 고마움을 즐거움보다 더 크게 느끼고 있으며, 단순히 사람과의 교류를 통한 만족이 다른 요인보다 매우 크다는 것과 관광활동의 참여가 무기력함과 불안, 두려움을 극복할 수 있는 시발점이 될 수 있음을 알 수 있었다. 따라서 사회적 취약계층을 위한 복지관광은 일반적인 관광활동의 의미인 일상생활의 탈출이나 즐거움의 기회 제공은 물론 사회적 편견의 두려움 등을 극복할 수 있는 내재적 제약을 해소할 수 있는 토대에서 이루어져야 할 것이다.

영문 초록

It has been noted thai socially disadvantaged class had a huge sense of alienation for tourism activities and it has led to social problems. Especially, there are no systematic analyses on socially disadvantaged class in tourism industry so that the squandering supports and infelicitous problems have been widespread In this regard, this study was aimed to suggest the necessity of social tourism for the socially disadvantaged class through an in-depth understanding of the meaning of their tourism activities. This study was conducted with the participant observation for the socially disadvantaged class such as the disabled, the elderly and single parent families and analyzed them by applying the method of Spradley(1980)'s developmental research sequence with observation records. It has been found that the socially disadvantaged class has ordinarily participated in group activities of tourism Furthermore, the participations strongly recognized not only the structural constraints such as lack of money, time, facilities, and tourism but also intrapersonal constraints such as interests, lack of time with partners. On the other hand, it has been shown that they hardly ever perceived intrapersonal constraints such as health and psychology composure. However, it has been noted that psychological factors such as social prejudice and fatigue were more noticeable than other constraints. Besides, it has been observed that the meaning of tourism accounted for a large part as a way of communicating with society beyond the simple resolution of stress and they ended up with being improved emotionally through these activities.
