장애인활동보조인의 장애인 자기결정권에 대한 중요도와 실행도 차이 연구

국문 초록

본 연구는 활동보조인들을 대상으로 장애인의 자기결정권에 대한 중요도 인식과 현재 실행도 차이를 살펴보고, 이 양자의 인식 차이를 IPA 방법을 활용하여 활동보조서비스에 참여하는 장애인의 자기결정권을 높일 수 있는 현실적인 실천전략을 모색하고, 개선점을 위한 기초 자료를 제공하기 위한 목적으로 수행되었다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 활동보조인들은 장애인의 자기결정권에 대해 대체로 중요하다고 인식하고 있고 서비스의 실행도도 높은 것으로 나타났으나 중요도에 비해 실제 서비스 실행도가 더 높은 것으로 분석되었다. 둘째, IPA matrix방법을 활용하여 각 영역별 중요도와 실행도의 차이분석을 한 결과 제1사분면(지속유지영역)은 상위 3개영역, 하위 10개 항목, 2사분면(집중노력영역)에는 상위 1개, 하위 2개 항목, 제3사분면(점진개선영역)에는 상위 1개, 하위 8개 항목, 제4사분면(과잉영역)에는 상위 1개, 하위1개 항목으로 분류되었다. 셋째, 장애유형에 따른 활동보조인들의 장애인 자기결정권에 대한 중요도 인식과 실행도 분석에서 지적장애(자폐)인이 타 유형의 장애인보다 자기결정권에 대해 중요도 인식과 서비스 실행도가 모두 낮게 나타났다. 이러한 연구결과를 바탕으로 장애인복지실천 현장에 대한 관련 논의와 한계점을 제시하였다.

영문 초록

This study examines the difference between personal assistants' perception of the importance of self-determination of the disabled and their performance in the field, by using IPA method in order to find a realistic strategy and provide basic data to improve self-determination of the disabled in the personal assistance service. The study results are as following: First, most of personal assistants perceive self-determination of the disabled as important, and the actual performance was higher than their perception of the importance. Second, the analysis results of the level of importance and the performance in different areas from the IPA matrix show that three upper items and 10 sub-items account for the first quadrant(sustainable maintenance area); one upper item and two sub-items for the second quadrant(intensive effort area); one upper item and eight sub-items for the third quadrant(gradual improvement area); and one upper item and 1 sub-item for the fourth quadrant(excess area). Fourth, the analysis of the importance and performance of self-determination of the disabled perceived by the personal assistants shows lower level in both the perceived importance and performance of self-determination for the intellectually-disabled(autistic) than any other types of disabled people. The study suggests limitations in the social welfare practices for the disabled based on the analysis results.
