장애인 국회의원의 의회정치참여 경험에 관한 현상학적 연구

국문 초록

본 연구는 전직 장애인 비례대표 국회의원들의 의회정치참여 경험을 통해 장애인의 의회정치참여 촉진을 이해하고자 하는 것이다. 이를 위해 제15대에서 제18대까지 비례대표 국회의원을 지낸 장애인 의원들 총 7명 중 6명을 대상으로 의회정치참여 경험에 대한 심층면담을 실시하 였다. 그 결과, 연구 참여자들은 의회정치참여에서 본질적으로 '인간답게 살아가기'의 경험을 하고 있었으며, 장애인 문제를 해결하기 위해서는 정치력이 필요하다는 생각을 하고 있었고, 장애인복지의 실현을 보면서 정치의 중요성을 깨닫게 된다. 정당관점에서 장애인들은 배려의 대상일 뿐, 할당을 통한 비례대표의 대상까지 배려 받지 못하다는 것을 느끼면서 장애인 당사자가 장애인정책에 직접 개입한다는 것은 아주 중요한 것이라고 보고 있다. 단지 장애인정책을 장애인이 아니면 해결하지 못한다는 관점에는 동의할 수 없다는 의견도 갖고 있었다. 또한 의정활동을 하면서 비장애 의원들로부터의 차별과 편견을 받은 경험도 있으며, 장애인 의원들은 당을 뛰어넘어 서로 협조하고자 시도한 바 있다. 장애인들 스스로 입지를 갖추기까지는 일정 부분 사회적 할애가 필요하지만, 장애를 너무 내세우는 것도 사회통합에 저해가 될 수 있음을 알고 있었다.

영문 초록

This study is a qualitative study on the political participation experience of people with disabilities. The purpose of this study is to find out the real political participation experience of members of the national assembly with disabilities who were elected to proportional representative members of the national assembly with disabilities from the 15th to the 18th. For this study, we conducted in-depth interviews with 6 proportional representative members of the national assembly with disabilities, and applied Giorgi's phenomenological research method to analyze the data obtained from the depth-interview. Data were organized according to the categories. As a result, the essential meaning of political participation experience of members of the national assembly with disabilities was "living as a human". Political participation experience of members of the national assembly with disabilities is comprised of 6 components: , , , , , . According to the results of this study, in order to encourage political participation of people with disabilities, we suggested that the effort of disabled person parties, the role of organization of people with disabilities, and the rational consideration of political party or government have to be guaranteed.
