Cost-Benefit Analysis of Vocational Rehabilitation Support Program for Persons with Significant Disabilities in Korea

국문 초록

본 연구는 2001년부터 시작된 보건복지부의 중증장애인 직업재활 지원사업의 경제적효과를 분석하고자 한 연구로서 연구는 중증장애인의 고용 기회 확대를 위해 제한된 자원들을 직업재활 프로그램에 투자하는 방법을 제안하는데 목적이 있다. 이 연구에서는 중증장애인 직업재활 지원사업은 비교적 적은 비용으로 편익을 창출할 수 있는 것으로 나타났다. 비용-편익 분석법을 통해 나타난 2011년~2012년도 비용 편익 비율은 각각 2.14 2.35로 나타났다. 그러나 연구결과에서 나타난 사회적 편익들을 모든 사회적 직접 편익으로 추정하기에는 무리가 있으며, 각각의 편익들은 다른 분야에서 간접 편익화 될 수 있다. 결론적으로 공적인 사회 프로그램으로서의 한국의 중증장애인 직업재활 지원사업은 장애인들에게 고용의 기회를 제공함으로써 높은 경제적 가치를 추정할 수 있으며, 중증장애인들의 사회적 통합과 다른 사회적 비용의 감소를 유도할 수 있는 것으로 나타났다.

영문 초록

The purpose of this study is to analyze the economic effect of the vocational rehabilitation support services that have been provided by the Ministry of Health and Welfare since 2001 to support the employment of persons with significant disabilities. The study aims to propose how to invest limited resources into the vocational rehabilitation programs to expand employment opportunities of people with significant disabilities. This study have illustrated the benefits that vocational rehabilitation program can provide for a comparatively nominal costs. Using cost-benefit analysis procedures, it is estimated that for every dollar spent on vocational rehabilitation program, $2.14(2011), $2.35(2012) are returned to society. The result of this study, however, it cannot be assumed that all sectors of society directly benefit from these outcomes; rather, each benefit may affect one segment of society which in turn indirectly benefit other sectors. The vocational rehabilitation program is estimated to have a high economic value by providing employment opportunities to persons with significant disabilities in Korea as a public social program. An increase in employment opportunities of persons with significant disabilities also allows social integration of them and reduces other social service costs.
