Bovine spongiform encephalopathy (BSE), Also Known As "Mad Cow Disease" is a chronic, degenerative disorder affecting the central nervous system of cattle. BSE among cattle was first described in the U.K in November 1986. Epidemiological evidence established that the outbreak of BSE was related to the production and use over many years of contaminated meat-and-bone meal. The source of the BSE outbreak is uncertain. There is strong evidence and general agreement that the outbreak was amplified by feeding rendered bovine meat-and-bone meal to young calves. Surveillance in Europe has also led to the identification of cases of BSE in Belgium, Denmark, France, Ireland, Liechtenstein, the Netherlands, Portugal and Switzerland and, most recently, in Germany, Spain and Italy. From 1995 through early December 2000, 88 human cases of vCJD were reported in the U.K, three in France and one in Ireland. Fears of bovine spongiform encephalopathy (BSE), or mad cow disease, are rapidly spreading in this country following a series of news reports on the potential infection of the fatal disease among domestic cattle. Many people now avoid eating beef and its products. The government is trying hard to stem the fears, assuring the nation that no domestic cattle have tested positive for the disease. They said no infection has to date been confirmed in the tests of both imported and domestically produced beef. But the discussions dearly show that this country is not at all prepared to prevent the lethal disease, which has already cost many lives in other countries. The government banned the import of cows and their products from Britain in 1996 when the mad cow scare erupted. The ban has been expanded to include many other European countries. But the possibility of importing the disease still exists through the beef and beef products imported from countries other than the European nations and the imported animal feeds. The problem seems more serious when it comes to the matter of animal feeds. The Korean government banned the use of meat and bone meal for cattle only Dec. 1 last year, while the United States has prohibited it since 1997. Meat and bone meal (MBN) has been banned for use with sheep and cattle in Britain in 1988, when it was identified by the British government as the probable transmitter of BSE. Experts are saying that prevention is the best cure to the occurrence of mad cow disease and any human diseases related to it when the sources and charmels of the infection have not been known clearly. The government should set up a system that can thoroughly check and confirm any small possibility of infection. At the same time, the government should conduct a campaign for improving people s understwding about BSE. The current anxiety about mad cow disease is mainly psychological and that the public's jitters about it are somewhat exaggerated. The sales of beef have already dropped to the extent that it is threatening the livelihood of the Korean cattle farmers, who have not completely recovered from the damage caused by the outbreak of foot-and-mouth disease in this country last year. This over-reaction of the public is largely owing to their lack of knowledge about the disease. To inform the people fully and accurately about mad cow disease is the only way to save the destruction of the domestic cattle industry.
