국문 초록

북한은 연평도 포격 사건과 천안함 폭침사건 등의 무력도발과 조류인플루엔자와 구제역 같은 치명적인 전염병을 확산시키고 환경파괴를 동반한 자연재해를 불러일으키고 있다. 이러한 수많은 위험에 노출되어 있는 상황에서 통합방위제도의 위기관리체계는 최상의 준비태세를 유지해야 한다. 따라서 통합방위체제의 창끝기관인 읍ㆍ면ㆍ동 통합 방위 체제에 대한 개념정의와 현실태에 대한 문제점을 언급하고 개선 방안에 대하여 논의하고자 한다. 본고의 연구방법은 각종 연구논문, 보도 자료 및 연구기관에서 발표된 자료 등 각종 문헌조사와 현장방문조사 및 인터뷰를 통하여 귀납적인 방법으로 시도하였으며 조사의 범위는 읍ㆍ면ㆍ동 지자체 중심의 통합방위제도로 국한하였다. 연구결과, 96년도에 출범한 읍ㆍ면ㆍ동 통합방위체제의 창끝 전투력이 최대한으로 발휘되지 못하는 한계를 발견했다. 통합방위체제가 최상의 조건에서 작전을 수행토록 이끌기 위해서는 면의행정조직을 활용한 통합방위작전 수행기능 활성화와 통합방위작전 및 훈련계획을 구체화하고 효율적인 통합방위 여건을 보장하며 주민신고체제를 더욱 견고하게 확립하고, 군ㆍ경의 협조된 작전체계를 구축하며 군의 작전수행 전문가의 지자체에 대한 자문 역할을 강화와 읍ㆍ면ㆍ동 방위협의회를 법적 단체화 등 다방면에서의 조속한 선진화가 이루어 져야 한다.

영문 초록

North Korea make efforts to intimidate the South via forces - such as artillery attacks on Yeonpyeong Island and torpedo discharges upon ROK patrol ship that sank a ROKN PCC(Cheonan) - and trigger calamities through environmental breakdowns, spread fatal epidemics like Avian Influenza (AI) or Foot-and-Mouth disease to provoke the South. Under such circumstances with exposure to countless threats, Crisis Management Systems within Integrated Defense System should pose finest establishment with full readiness posture. Thus, clear conception upon 'Eup/Myeon/Dong' Integrated Defense System which is spearhead institution of Integrated Defense System is introduced along with diagnosis of status quo and suggestions. Research employed inductive methods that involve studies of data and documents provided by research agencies and academic organizations along with field research. The scope of research was limited to 'Eup/Myeon/Dong' local government's integrated defense system. Consequences of study showed limits of 'Eup/Myeon/Dong' Integrated Defense System established in 1996 where its spearhead forces are actually ineffectual. Hence, advancements should take place in earliest convenience through various channels - bolstering operations of Integrated Defense System via vitalizing Myeon's administrations, enforcing and planning Integrated Defense operations and trainings, guaranteed optimal conditions in effective Integrated Defense operations, settlement of civil / private reporting systems, concord cooperation between Military and Police, strengthening roles and consultations of military operations specialists - in order to direct Integrated Defense Systems to operate under uppermost conditions.
