노인복지관 이용실태에 대한 분석

국문 초록

본 연구의 목적은 노인복지관을 이용하는 노인들의 이용빈도와 이용기간에 따른 특성을 조사하여 그 결과를 반영한 프로그램의 수정 및 개발을 통한 노인복지관의 발전 방향을 제시하는 데 있다. 충청남도 천안시에 위치한 천안시 노인복지관을 이용하는 65세 이상 노인 316명의 표본을 기술분석, 다중희귀분석, 로지스틱 희귀분석을 이용하여 자료를 분석하였다. 그 결과 남성이고, 교육수준이 높고, 건강한 노인일수록 복지관을 자주 이용하는 것으로 나타났다. 남녀노인간의 차이가 발견되어 남성에게는 용돈이 노인복지관 이용빈도를 설명하는 중요한 변수였다. 노인복지관의 이용기간과 관련 있는 변수는 성별, 연령, 거주형태로 여성노인이고, 연령이 많고, 부부끼리만 살거나 그 외 다른 사람들과 동거하는 노인일수록 복지관을 장기간 이용하는 것으로 조사되었으며 남녀노인간의 차이도 발견되었다. 그러나 노인복지관을 장기간(4년 이상 이용)또는 단기간(1년 이하 이용) 이용하는 노인을 결정하는 변수는 연령, 교육수준, 건강상태로 연령이 많고, 교육수준이 낮고, 건강상태가 좋을수록 복지관을 장기간 이용하는 것으로 나타났다. 연구 결과를 종합해 볼 때 다음과 같은 중요한 사항들이 발견되었다. 첫째, 노인복지관을 주로 이용하는 노인은 여성이었다. 그러나 복지관을 자주 이용하는 노인은 남성이었고 그들은 복지관을 단기간 이용하고 있었다. 둘째, 교육수준이 높은 노인일수록 노인복지관을 자주 이용하고 있었으나 단기간 이용하는 것으로 조사되었다. 셋째, 월평균 용돈이 많은 노인일수록(특히 남성)복지관을 자주 이용하였으나 용돈이 가장 많은 노인들(월평균 20만원 이상)은 복지관을 가끔 이용하는 것으로 나타났다(∩곡선). 노인복지관의 발전을 위하여 첫째, 남성노인이 선호하는 프로그램의 개발, 둘째, 일부 고학력, 고소득층 노인을 주고객으로 삼아 수익자부담원칙에 따라 여가와 교육 위주의 다양한 프로그램을 제공하는 가칭 유료노인종합복지관의 운영, 셋째, 건강상태가 좋지 않은 중산층 이하 노인들의 노인복지관 이용의 활성화를 위해 의료보호서비스 프로그램의 확충과 복지관에 쉽게 접근할 수 있도록 노인복지관 셔틀버스의 적극적인 운행, 마지막으로 노인복지관에 관련된 여러 정보(위치, 제공되는 프로그램, 이용 방법, 자격조건 등)가 부족할 수 있는 교육수준이 낮은 노인을 대상으로 복지관을 자주 이용할 수 있도록 정보와 소개 프로그램(information and referral programs)의 활성화가 제언되었다.

영문 초록

This study examined the factors related to frequency and durarion of senior center participation for the elderly. A sample of 316 Koreans aged 65 and older participating at the Chon-An Senior Center was analyzed. The results showed that the male elderly with higher levels of education and better health were more likely to participate at the senior center frequently. Gender differences were noted when a separate analysis was conducted. For the male, economic security was a significant factor related to frequent use of senior center. whereas, health status was for the female. Gender, age, and living arrangements were associated with duration of senior center participation. The Korean women who were older and living with spouses and others were more likely to use senor center longer. However, the long-term user were characterized with higher age, low level of education, and better health. Overall, the findings reported here suggest that: first, though the female elderly outnumbered the male, it was the men who participated at the center more frequently. But they were more likely to be short-term users; second, though the elderly with higher educational level were more likely to participate at the center, they tended to be short-term users; third, a positive linear correlation was found between monthly pocket money and levels of participation; as levels of monthly pocket money increased, a higher proportion of frequent users were noted. But this correlation reversed at the highest income level and dropped from .76 to .37 for those with KW200,000 and over. The followings are suggested for the development of Korean senior centers: First, service programs attracting the male elderly should be developed; Second, for-profit senior centers should be established for the elderly with high levels of socioeconomic status; Third, more diverse health programs should be provided in favor of the elderly with poor health so as to maintain participation and center shuttle buses are needed for easy accessibility; and finally, more information and referral programs are needed for the general population and especially for the frail elderly with less income and lower education.
