국문 초록

범죄지도는 21세기 경찰활동과 범죄예방에 있어서 핵심적인 존재이다. 이 연구는 미국의 범죄예방 및 범죄수사에 있어서 중요한 역할을 수행하는 범죄지도를 소개하고, 아울러 우리에게 주는 정책적 함의를 제시하는 것이다. 미국의 범죄지도는 유럽에 비해 정착이 늦었는데, 그 이유는 프랑스나 영국 등에 비해 신뢰할만한 지도가 부족했기 때문이다. 미국에서 범죄지도는 범죄의 원인을 밝혀내고, 재범의 패턴을 이해하며, 범죄예방 프로그램과 정책집행을 평가하는데 유용한 도구이다. 뉴욕 경찰청에서 사용하고 있는 COMPSTAT은 범죄를 기록하고, 미래에 발생할 가능성이 있는 범죄의 유형, 위치, 시간을 예측하는 지리정보와 데이터 베이스를 활용한 시스템이다. 범죄지도는 아직도 진화 중에 있으며, 최근의 최첨단기술로 인해서 다음 세대에도 더욱 진보할 것이다. 사생활 및 인권침해 등의 논란으로 도입이 지지부진한 우리나라에도 의미하는 바가 크다.

영문 초록

Crime mapping is becoming essential to policing and crime reduction in risk society. Crime mapping is a sub-discipline of geography that works to answer the question, "What crime is happening where?" It focuses on mapping incidents, identifying hot spots where the most crime occurs and analyzing the spatial relationships of targets and these hot spots. Crime analysis once focused purely on the perpetrator and the victim, but did not take into account the location that the crime took place. In the United States, the use of crime mapping began a little later than it did in Europe. Because the United States was a relatively new country in the 1800s, reliable maps were not readily available and census data were not regularly collected, as they were in France and England at that time. Undoubtedly, as the diffusion of GIS technology continues, it will touch many more criminal justice researchers and practitioners. As more individuals from a variety of backgrounds begin working with GIS, the potential for innovation can only increase. More advanced crime mapping techniques allow researchers and agency personnel to move beyond the identification of individual crime locations to a deeper analysis of crime trends and patterns, Interest in crime mapping appears to be growing, as more and more agencies express in adopting the new technology.
