신변보호업자의 신변보호사 자격제도에 대한 인식

국문 초록

산업의 발달과 더불어 우리 사회는 다양화 및 세분화되었으며, 이로 인해 산업구조 또한 급격하게 변화하고 있다. 이는 곧 새로운 직업과 직종이 발생되고 기존의 다양한 업종 중 유망직종에 대한 인식도 점차 변해가고 있다. 이러한 시대적 흐름에 민간경비관련 산업도 마찬가지라고 할 수 있다. 특히 2008년부터 2012년까지 발생된 범죄 발생건수는 2011년까지 조금씩 줄어들고 있으나, 2012년 다시 증가추세를 나타났다. 또한 흉포화 된 강력범죄, 절도범죄, 폭행범죄는 2008년부터 꾸준히 증가추세인 것으로 나타났다(검색일: www.police.go.kr, 사이버경찰청, 2014. 4. 30). 이 연구는 제8회째이며 국가공이자격 승인 이후 자격검정 첫 회를 맞이하는 신변보호사 자격제도에 대한 신변보호업자의 인식에 대한 연구를 통해 앞으로 개선되어야 할 문제점과 발전방안에 대하여 고찰하고자 한다. 특히, 본 연구는 신변보호사 자격제도와 관계가 가장 밀접하게 있는 신변보호업자들을 대상으로 심층인터뷰를 통해 이들이 생각하고 있는 현장 실무적 문제점을 도출 하고자 하였으며, 또한 이에 대한 논의와 결과를 조사하고자 하였다. NVivo 10을 활용한 연구 분설결과 신변보업무를 수행하는 신변보호업자들은 신변보호사 제격제도에 대하여 다섯 가지 사항에 대한 부정적 인식을 갖고 있는 것으로 나타났으며, 그 내용으로는 첫째, 배치시 신임교육 면제 미인정, 둘째, 실미능력의 미숙, 셋째, 보수교육 미비, 넷째, 현장경험 우선, 다섯째, 자격증 취지의 불분명성으로 나타났다. 이러한 문제점에 대한 개선 방안으로 첫째, 국가공인 자격으로서 업자들에 대한 경비업법령상의 제도적 지원, 둘째, 신변보호업의 특성에 맞는 신임 또는 보수교육을 실시, 셋째, 신변보호사 자격제도 응시에 있어 일정 시간 실무 또는 실기의 이수 시간 규정이 필요하다.

영문 초록

The purpose of this study is to examine about problem and developmental plan that will need to be improved in the future through researching into the private security agent's recognition on qualification system for protection specialist guard, which greets the first time of the certified qualification following the approval of the national official recognition qualification as the eighth time. Especially, this study aimed to elicit problems based on field practical affairs about which these people are thinking through in-depth interview, targeting private security agents that have close relationship with qualification system for protection specialist guard. Also, the aim was to survey the discussion and outcome on this. As a result of research and analysis with application of NVivo 10, the private security agents, who perform personal security & guard works, were indicated to have negative recognition on five matters as to qualification system for protection specialist guard. The contents were shown to be, first, non-recognition of exemption from new appointment education given stationing, second, immaturity in ability of practical affairs, third, unpreparedness for continuing education, fourth, preference of field experience, and fifth, obscurity in purport of qualification. Improvements plans for these problems are needed, first, institutional support for agents in accordance with the Security Industry Act as the national official recognition qualification, second, execution of new appointment or continuing education in line with characteristics of security guard duties, and third, the provision of the completion hours for practical affairs or practical technique for the fixed time in taking the qualification system for protection specialist guard.
