조기퇴직자의 재취업과 소득보장문제

국문 초록

본 연구는 최근 증가추세에 있는 조기퇴직의 원인을 고찰하고 그 유형 및 문제점을 도출한 다음, 이들 조기퇴직자들이 현실적으로 부딪치는 재취업상의 어려운 실정을 분석하였다. 한편, 명예퇴직은 실제로는 조기퇴직과 동일하고 결코 명예로운 퇴직은 아니며, 조기퇴직이란 것도 좋게 말해서 제2의 인생을 설계할 수 있다고, 표현하지만 대체로는 비관적인 현실에 직면하고 있음을 알 수 있다. 조기퇴직자들의 재진출에 관한 조사결과나 통계도 정확히 밝혀지지 않고 있으며, 따라서 본고에서는 간접자료와 문헌적 연구방법에 의하여 조기퇴직제의 장·단점, 조기퇴직제 시행상의 고려사항, 재취업을 위한 정부의 정책방향과 제도적인 재취업 활성화 방안 및 재취업에 따론 소득보장 대책방안에 관하여 이론적으로 고찰하였다. 재취업의 활성화는 단적으로 말해서 정부의 정책의지가 선행되어야 할 것은 물론 조기퇴직자를 위한 인력개발 및 고용촉진에 관한 특별법제정이 필요하고 노동부를 주축으로 한 취업정보 database설치와 취업정보통신망이 전국에 걸쳐 체계적으로 운영되어야 한다고 보며, 재취업에 적합한 소득보장문제는 능력급 및 선임권제, 시간제 근무와 도급제의 실시, 또는 대기업에 의한 복지자회사의 설립이나 파견근로제, 지방자치단체의 전문적인 재취업 알선 등을 생각할 수 있다.

영문 초록

This paper attempts to examine the causes of and to identify the patterns and problems of early retirements of which the number is in an increasing trend recently. It then analyzes the many difficulties early retirees may face when they search for new positions. The author regards the honorary retirement system as another type of early retirement although the name of the system may mislead one to believe its literal meaning. Most of those who leave their jobs early are met with uncertain and unfavorable situations, and the life of an early retiree is far from what a popular rethoric indicates, i. e., 'planning one's second life.' This paper addresses some policy implications and suggests several policy options. First, the national government should commit itself to support early retirees and prepare legal provisions to foster manpower development for and re-employment of these people. Second, a nation-wide database carrying all sorts of re-employment information should be built and operated under the initiative of the Ministry of Labor. Finally, the income level appropriate for re-employment can be secured by : 1) pay according to ability ; 2) part-time work hours ; 3) pay accoring to seniority ; 4) a contract system ; 4) establishment of sister companies by the nation's large conglomerates or dispatching early retirees to these compaines ; and 5) professional arrangements by local governments for re-employment of early retirees.
