국문 초록

본 연구는 지역보건복지연계사업을 시범 운영하여 그 과정을 질적연구로 분석한 사례연구이다. 연구의 의도는 실천과정을 심층적으로 파악하여, 서비스제공자들의 실제적 반응유형을 구체화하고, 보건복지연계사업의 유효성을 높이기 위한 실천적 함의를 얻고자 함이다. 연구결과, 시범연구는 이용자중심으로 설계되어 서비스 제공자간의 연계활동을 펼쳤음에도 불구하고, 실천과정에서는 제공자중심의 실천활동에서 벗어나지 못함이 발견되었다. 즉 연계활동은 형식적 절차수준에서는 '이용자중심'의 양식을 취하였으나 실제 내용에 있어서는 참여자간의 의사교류가 원활하게 전개되지 못하는 상황이 전개되었다. 본 연구는 보건복지연계에서 보건전문직과 복지전문직의 상호 이해를 높이기 위한 기회를 제공하였다는 점과 주민참여의 필요성과 문제점에 대한 기초자료를 제공하였다는 점에서 의의가 있다.

영문 초록

This sudy practiced a pilot project of the "Health and Welfare Network" to construct an integrated delivery system through integration of affiliated organizations of health and welfare in the community. The purpose of this qualitative research study was to analyze a pilot project of the "Health and Welfare Network." Even though the "Health and Welfare Network" has made significant contributions, the results of this research study showed that this pilot project has been a failure to carry out its duties and missions as a major advocate for weak populations. Rather than on the basis of consumer-oriented model, the "Health and Welfare Network," has focused on the basis of offer-oriented model that failed to improve lives of weak populations. Practically, there are gaping holes where there is little or no cooperation between health care and welfare service agencies in the community. This qualitative research study will provide several important implications for professionals from social welfare and health care.
