국문 초록

본 연구는 문화역사적 활동이론 관점에서 시민참여 실천조직인 ‘남양주시 평생학습매니저’의 활동 속에서 이루어지는 학습매니저들의 확장학습 과정을 밝히는 것이다. 이를 위해 학습매니저의 활동맥락과 활동체계를 분석하고, 활동의 확장과정을 탐색하였다. 그 결과 학습매니저의 활동은 주체적 참여 정도에 따라 행정에서 일방적으로 제공된 일을 하는 단계에서, 일정부분을 행정과 함께 계획하고 실행하는 단계로, 활동의 주체가 되어서 활동을 계획하고 실행에 참여하는 단계로, 그리고 파트너십을 바탕으로 다양한 주체들과 상호작용하며 공통된 목표를 이루는 ‘지역 거버넌스 형성’의 단계로 확장되었다. 이러한 활동의 확장은 학습매니저가 활동체계의 모순을 극복하고 새로운 활동체계를 생산하는 확장학습의 과정이었다. 그리고 학습매니저는 시민참여 활동을 통해 주체적 시민으로 성장하였다. 자신이 살고 있는 지역의 주인으로서, 지역과 지역의 이웃에게 관심을 가지고 다가가는 주체적 시민으로 발전하였다. 그런데 이러한 변화는 개인만의 변화가 아니라 공동체에 대한 자부심과 강한 연대의식을 가진 실천공동체를 형성하였다. 또한 이 연구에서 발견한 중요한 점은 학습매니저의 활동체계가 확장되면서 인접한 행정의 활동체계에도 영향을 주었던 것이었다. ‘일방적 행정’에서 ‘쌍방향적정’으로, 정책실현을 위한 ‘시민활용’에서 ‘시민참여’로, ‘관 주도형’에서 ‘지역 거버넌스형’의 행정으로 발전하였다.

영문 초록

The purpose of this study is to investigate the learning managers’ expansive learning process during their operation of Namyangjus’ Lifelong Learning Program, which is a citizen participation in the local community activities. The results of this study are as follows. First, the activities of the learning managers were expanded into four different phases, according to the levels of voluntary participation. The four phases evolved in the following ways; ‘do as what they are asked to do’, ‘do it together’, ‘do it voluntarily’, and ‘step into principal activities’. This process of expansion was shown when the learning managers overcame the conflict in the activity system and became the subject of the activity. Learning managers learn in every step of activity by adapting to a new activity, at the same time creating a new activity during each step in the learning process. Second, the learning manager has grown into proactive citizens through citizen participation. Going from passive participant of training courses provided by the administration's unilateral demands, learning managers began to take active roles in participating in the development and execution of policies. Third, the administration system adjoining the changes in the learning managers activities also undergo changes. The administration undergoes changes to become interactive instead of unilateral; citizen centric instead of citizen utilization; local governance instead of administrative managed. Also, interaction and participation is formed by partnership between citizens and local administrations, who have to make a plan together.
