국문 초록

본 연구는 평생학습 네트워크 구축을 위해 재정 지원 및 가치 공유 사업을 추진한 A 학습도시에 대한 사례 분석 연구이다. 평생학습 네트워크 구축에 참여한 행위자들의 인식 및 시각을 통해 현재의 네트워크 실천 과정을 분석하고 향후의 과제를 도출하는 데 목적이 있다. 연구 방법은양적·질적 연구를 병행한 혼합연구로 진행되었다. 분석 결과, 지자체의 재정 지원에 따라 기관 및 단체들이 네트워크 사업을 3년 간 지속하며 네트워크의 필요성에 대한 공감대는 형성하였지만, 지역 내 정착에는 아직 이르지 못한 것으로 나타났다. 여전히 지역 네트워크는 협업과 소통을 통한 연계 강화보다는 소극적인 참여와 수동성을 특징으로 단절적으로 운영되고 있었다. 중심기관과 주변 기관은 수직적으로 연결되어 있으며 기관 간 공동 사업을 네트워크로 이해하는 한계를 나타내었다. 이에 따른 향후 평생학습 네트워크 발전을 위한 과제로는 비전 및 목적에 대한 합의, 권역별 특성에 의한 네트워크 구축, 사업이 아닌 관계망으로서의 네트워크 구축, 소통을 위한 협의체 구성, 갈등 극복을 위한 중층적 네트워크 시스템 구축 등을 제시할 수 있겠다.

영문 초록

The purpose of the study is to derive the direction for network development in the future from the current analysis through the recognition and perspectives of participants, who have been involved to the network construction. Through using the quantitative and qualitative method, 101 questionnaires from a total of 84 institutions in A City were collected and analyzed by SPSS 18.0. Also 16 organizations, involved in the network construction business, have been analyzed through the narrative and focus interview method. The result of the study reflects that A City has increased the interest and inducted the awareness of necessary network construction within the city, but not yet within the region. Still, the regional network is conducted passively and leads to passive participation rather than coordinated collaboration and communication between the central and surrounded institutions. Exactly this point has to be improved to bring the network business forward. Accordingly, to improve the network development the following points are necessary: Agreement about the perspective of the mid-and long-term network vision, basis on the characteristics of regional network, network as a relational rather than purely economical factor, consultative organ for communicational configuration, mediating organ for a stratified network system, voluntary roles between city-representative institution and participant institution.
