白春培(1844~1887)의 採探使 활동과 對러시아 인식

국문 초록

백춘배는 중인 출신으로 1880년대 전반 활약하였던 인물이다. 그는 1880년대 초반 採探使로 러시아 블라디보스톡에 파견되어 정탐 활동을 벌였고, 1883년에는 東南諸島開拓使兼管捕鯨事 金玉均의 종사관에 임명되어 실질적으로 관련업무를 추진하기도 하였다. 그는 개화기 중인층의 동향을 잘 보여주는 인물 가운데 한 사람으로, 채탐사 활동은 특히 주목되는 부분이다. 하지만 그의 중요한 행적에 비해 관련 연구는 전무한 실정이다. 이처럼 백춘배에 대한 연구가 부진한 것은 전적으로 자료 부족에 기인한다. 필자는 최근「萬國情形問答草」를 비롯하여 백춘배와 관련된 자료를 찾았다. 새로 찾은 자료들이 백춘배의 삶을 획기적으로 재구성할 수 있는 정도의 것은 아니지만 백춘배의 대체적인 면모를 확인하는 데는 도움이 된다. 이에 본고에서는 이를 자료를 중심으로 특히 백춘배의 채탐사 활동과 러시아 인식 부분을 집중적으로 고찰하였다. 백춘배는 블라디보스톡에서 그곳에 거주하던 한인 김학우와 무역 사무관 데라미 기이치 등을 만나 러시아 관련 정보를 수집하였다. 백춘배는 러시아의 동향도 눈 여겨 보았지만 그와 함께 서양 세력의 침입을 방어할 수 있는 근본적인 대책에 대해 특히 깊은 관심을 가졌다. 부강책을 추진하여 러시아를 비롯한 서양 세력의 위협을 막아야 한다는 것이 그의 신념이었다. 러시아에서 돌아온 백춘배는 러시아의 침략 가능성을 경고하는 한편 시무에 관한 개혁책도 제시하였다. 그러나 급작스럽게 親露 정책이 추진되면서 그가 블라디보스톡에서 탐문한 정보는 제대로 검토되지 않았고 그가 올린 개혁책 또한 수용되지 못하였다. 그리고 1887년에는 김옥균과의 관계가 문제가 되어 사형에 처해졌다. 백춘배는 1880년대 전반 존재했던 反러시아 세력의 입장을 단적으로 대변한다.

영문 초록

Baek Chunbae was from a family of the middle people’s class and was active in the first half of the 1880s. He was dispatched to Vladivostok, Russia in the early 1880s as an inspector envoy and made inquiries there. In 1883, he served as an deputy officer of Kim Ok-kyun, the envoy of pioneering the north-south archipelago and whaling as well and practically promoted relevant works. He is one of the representatives of the middle people’s class at the time and his life could be a clue for the movement of the middle people during the Civilization Period of Joseon Korea. In this light, his activities as an inspector envoy has an important significance. In spite of his momentous achievements, there are no existing studies concerning his life. It is due to the insufficiency of historical materials on him. I have recently found some relevant materials related to Baek Chunbae and there is this record entitled ‘The Draft of the Catechism on the World Situation’ among the said records. These newly found sources are not enough for the complete reconstruction of his life but it still presents clues for a better understanding on an outline of his life. Thus this study has mainly dealt with those materials and during the research process his service as an inspector envoy and his perception of Russia have been intensively analyzed. Baek Chunbae contacted a Korean residence of Vladivostok, Kim Hak-woo, the Japanese commercial officer, Derami Kiechi and some others to collect related information of Russia in Vladivostok. With an observation on Russia’s movement, he was deeply concerned with a fundamental defense method against the invasion of the Western powers. He believed that the promotion of the rich and power policy would be the answer for the protection of his country from the threats of Russia and other Western powers. When he came back from Russia, he warned people of the possibility of Russian invasion and suggested the reformation plan on the state affairs. However, the sudden adoption of the pro-Russian policy had failed the information he collected from Vladivostok from being properly analyzed and his reformation plan was not accepted as well. In 1887, he got involved in Kim Ok-kyun’s case and consequentially executed. Baek Chunbae could be regarded as the symbol of the anti-Russian stance existed in the first half of the 1880s.
