네덜란드의 근로이주자 현실에 대한 조명

국문 초록

네덜란드의 이주자정책은 최근 더욱 강화되고 있는데 이는 제 3당인 신민족주의정당인 자유당의 강력한 요구에 따른 것으로 보인다. 1990년대 말부터 유럽 각국에서 빠른 속도로 확산되고 있는 대중영합주의 정치세력은 기존 정당정치에 실망한 유권자계층을 자신들의 지지기반으로 만들기 위한 다양한 구호와 정책을 소개하는데, 그 일반적인 예가 바로 이주자정책이다. 즉 외국인 이주자 유입과 존재에 대해 사회, 정치적 불만의 화살을 돌림으로서 자당의 영향력을 확대시키고자하는 대중영합주의 태도를 견지한다는 것이다. 오랜 이주의 역사를 가진 대표적 다문화주의국가 네덜란드에서 이슬람권출신 이주자들에 대한 규제의 목소리는 새로운 것이 아니지만 최근 중, 동부유럽출신 근로이주자들에 대한 제재의 목소리가 높아지고 있는 것은 우려스러운 일이다. 폴란드를 비롯한 이 지역출신 근로이주자의 수는 전체인구의 1.4%에 달하는 수준인데, 그 증가속도가 매우 빠르다는 점에서 자유당과 일부 정당들에서는 정부의 강력한 대응정책을 요구하고 있다. 근로이주자들에 대한 취업허가제강화, 취업업체관리 감독강화, 현지화 요건강화 등을 담고 있는 신이주자법의 도입이 그 결실이라 하겠다. 그러나 이 같은 강화조치들이 고질적인 인력난에 처해 있는 네덜란드 산업발전과 경쟁력 강화에 악영향을 미칠 것으로 보이며, 무엇보다 대외의존도가 매우 높은 다문화주의국가로서의 네덜란드 위상에도 해가 될 것이 명백해 보이나, 이주자정책의 강화가 유럽연합회원국 공통의 이익과 직결되어있다는 인식 확산과 그에 따른 공동대응이 이뤄지고 있다는 부분에 대한 지속적 관심이 요구된다.

영문 초록

The Netherlands is best known for its long history of multi-cultural tradition, originating from maritime mercantilism in the past. Thanks to its tolerance, toleration, openness and liberalism, the Dutch soil is perceived as the most prosperous and secured nest for the traders, refugees whatsoever kinds from all over the world. But that reputation has been changed rapidly. According to the census survey in 2009, more than 20% of its population goes for the account of immigrants. After accession of the new member states from Middle and East Europe in 2004 and 2007, the incoming numbers of work migration this parts, Poland, Bulgaria and Rumania specially, has shown gradual uprising tendency. Having serious worry about its earlier newcomers from Turkey and Morocco the Dutch government is very concerned about these newcomers from MEE. The Hague tries to limit the numbers and problems of the immigrants with introduction of new selective and restrictive regulations such as Wet Moderne Migratiebeleid, Inburgeringswet, etc. The populist politician like Geert Wilders, leader of PVV, has encouraged more rigid migration and asylum policies. Yet it might have mitigative effects on migration growth, it could jeopardize at the same time the national interests of the Netherlands in several aspects. A state like the Netherlands which is highly dependant upon outside world would not be able to secure its fate wearing a racist mask on the face. The best way to overcome an insuperable problems is to face with them, not to look away. In order to minimize the negative effects caused by the MEE migrants, it is a relevant approach to enhance the old legacies such as tolerance, openness and inclusion - instead of exclusion.
